RESEARCH QUESTION

Research Question What are the costs and benefits of maintaining a competition regime in a developing country? What are the special development needs in the context of competition policy and law enforcement in developing countries? What would be the type of competition regime in small/medium-size developing economies?

Research Question (Cont) If small/medium size countries find it difficult to create adequate national competition regime on account of resource constraints (both financial and human), then: – What are the prospects for a threat-based competition policy and practice? – To what extent would a regional approach help?

Research Question (Cont) Is a regional approach to competition policy a substitute for or a complement to a national approach? If the two approaches were complementary, then how would the regional competition regimes and the national regimes share their responsibilities?

THE METHODOLOGY

Step1: Stocktaking To take stock of some government policies that may encourage or adversely affect competition, depending on the specific of the country Will involve identifying the rules and regulations that have implications for competition in the economy

Step 2: Designing of questionnaires To collect information on market players and nature of competition in the market Will deal with feedback/response of stakeholders in a hypothetical situation A broad outline on what kind of regulatory framework which will be suitable for the country based on the current knowledge,experiences and attitudes. The respondents will comment on the salient features of such a simulated regulatory framework. Some aspects to be recommended as:

Three types of questionnaires for different stakeholders Consumer questionnaire (around 50-100 respondents targeted) Business questionnaire (around 25-50) Questionnaire for the government and political class (around 25-50)

Step 3:Survey Surveys to be carried out by… The sampling technique used in the study would be purposive rather than random Interviewers will take recourse to prompting and probing wherever they are desirable

Step 4: Analysis of survey result A country report for each of the project countries will be prepared on the basis of the analysis

Step 5: Consultation National Reference Group meetings
