International Scholar Issues Non-immigrant or permanent resident UCR has about 500 cases per year UCR currently offers limited services – Manages approved F and J visas for study – Limits non-immigrant filing to H and TN – Prepares only first part of application process – Advises on unusual visas Substantial delay and expense involved in application process

International Scholar Issues Senate has received numerous complaints about problems at UCR Staffing is inadequate to handle needs promptly Considerable expense may be involved, which UCR does not provide

Permanent Residency for Faculty Two possible routes to follow – Outstanding researcher or scholar – Special handling Special handling is only available for tenure- track faculty Outstanding researcher must be used by all others

Special Handling Requirement Rapid (~1 month) approval possible for tenure- track faculty Faculty member has relatively small amount of work required Substantial responsibility for host department – 18 month deadline after offer of position – Post notice to employees – Provide print ad – Document search thoroughly – Evaluation letter from department chair

Outstanding Professor or Researcher Only option for non-tenure-track researchers Requirements are as follows: – Doctoral degree and three years experience – Offer of permanent employment as faculty or researcher – Must meet two of six possible professional achievement or recognition criteria Substantial documentation required Approximately two years of processing time Attorney fee is $5000 if help is sought

H-1 Temporary Visas Processing time is 4-5 months for normal handling and costs $130 Processing time is 4-5 weeks for premium processing and costs $1000 Nation has annual cap but it does not apply to universities or research institutes

Committee on Campus Immigration Chaired by VPAP Members are: VCR, International Services head, Senate Faculty Welfare chair, APO head, CNAS Dean Review situation and recommend changes Facilitate information to departments
