Vietnam MPI Process of development April, 2004 started drafting SEDP 2006 - 2010 June, 2006 the National Assembly approved the SEDP September 2006 the Government issued the Action Plan for Implementation of SEDP

Vietnam MPI Process of development December 2005 started developing the result- based M&E Framework for SEDP ADB, WB and UNDP provided support to strengthen capacity of Government officials from MPI, line ministries and provinces Developing the draft framework with inputs from VAMESP to link with ODA monitoring system Consulting with the line ministries and provinces Drafting the Decision of MPI Minister to issue the result-based M&E Framework for SEDP

Vietnam MPI Benefits of framework application Policy – timely response to emerging trends informed by monitoring results and periodic evaluations Process – clear division of work and responsibilities between ministries, sectors and provinces for monitoring and evaluation tasks Information – transparent reporting of progress on public investment to meet SEDP targets for citizens and the National Assembly

Vietnam MPI Challenges MfDR is a new concept in Vietnam. Like other countries, Vietnam can inherit only a few experiences from advanced countries and as such has to apply “learning by doing” approach and takes lessons learnt for further improvement Lack of institutions and guidance on result- based M&E in systematic manner Weakness in data provision and collection

Vietnam MPI Challenges The requirement for adjustment of organization, functions and responsibilities of agencies at different level Proficiency and capacity of government staff Constraints of resources: most of outcome and impact indicators must be evaluated through surveys in large scale and very costly
