Investment in the Future 2020 - „Knowledge based economy” National S3– Intelligent specialisation +30 larger research and technological development group will join the „world’s elite” +30 R&D research centers of large global companies will be established / strengthened +30 R&D-intensive macro-regional medium- sized enterprises will produce and provide services +300 RDI and growth-oriented small enterprises (so-called „gazelles”) will find their place in the global market +1000 innovative start-ups will get the funding required for starting their activities 3 Horizontal specialisations – Systems Science, Smart Production and Sustainable Society 3 types of regions with different capacities and possibilities: Knowledge regions, Industrial production zones, Low S&T driven regions. 6+2 national priorities 4 pilot projects at national level: - Open Lab - Higher Education and Industrial cooperation Centre (FIEK) - PCP - Incubator programme

National Research, Development and Innovation Office Act LXXVI of 2014 on Scientific Research, Development and Innovation The NRDI Office of Hungary started to work on January 1st 2015. Mission To develop RDI policy and ensure that Hungary adequately invest in RDI by funding excellent research and supporting innovation to increase competitiveness. Mandate To prepare the RDI strategy of the Hungarian Government, to handle the National Research, Development and Innovation Fund, and represents the Hungarian Government and a Hungarian RDI community in international organizations. Vision To be a world-class RDI funding agency, create an internationally attractable RDI environment in Hungary, and a stronger link of RDI to the economy and society for increase growth and prosperity. www.nkfih.gov.hu

The implementation of PcP in Hungary Legal background COM(2007) 799 of the EU Commission – "pre-commercial procurement" is intended to describe an approach to procuring R&D services other than those where "the benefits accrue exclusively to the contracting authority for its use in the conduct of its own affairs, on condition that the service provided is wholly remunerated by the contracting authority”. Pilot projects in Hungary The project RAPIDE - Bringing innovative products and services to the market more quickly- was an example of a RFEC project active on pre- commercial procurement. The RAPIDE Innovative Procurement Working Group led by Észak-Alföld Region (HU) piloted the application of structural funds resources to setup pre-commercial procurement programmes. Further information: http://www.rapidenetwork.euhttp://www.rapidenetwork.eu The goal of PROGR-EAST was to encourage the use of Pre-Commercial Procurement (PCP), in 5 targeted European Countries (PL, CZ, SK, HU and SL), taking into consideration the specific needs and constraints for public procurement and in particular for the procurement of R&D existing in Eastern Europe. The aim is to introduce innovative PCP strategies to public authorities, universities and industrial stakeholders, and transfer successful experiences implemented in other European and external regions to implement innovative public services.
