present... a number of committees, panels and meetings have proliferated increased resources spent in preparing, attending and reporting on meetings innovative ideas diluted in lengthy reports

from modules to products... two main streams: nowcasting and forecasting different customer, observations & models GOOS to best design observing systems for both Nowcasting and Forecasting of the ocean

nowcasting… time periods up to about 1 week limits set by predictability of atmospheric weather forecasting products: ship routeing, safety at sea, oil and gas, leisure observing systems: coastal radar, wave buoys, tide gauges partners: WMO, JCOMM and IGOS.

forecasting… concerned with longer time scales products: climate prediction, design of coastal operations, ecosystem instruments: dynamical models partners: GCOS, climate prediction centres

why MS should join GOOS… local benefits traded for observations for global products GOOS-UNCLOS working group is analysing different scenarios to provide deals for coastal states allowing observations the report will be submitted at the First GOOS Regional Forum
