The Official View: Taito-ku: [Asakusa, Negishi, Yanaka] Chuo-ku: [Tsukishima] Putting the flowers in the road is not permitted. We cannot control the flower pot gardens. There are no rules for dealing with flower pot gardens in Chuo-ku.
