2. What is UCAR? Structure: Non-profit consortium formed in 1959 to focus on scientific problems that are beyond the scale of a few universities. Membership: –68 North American universities with atmospheric or related doctorate programs. –20 universities with non-doctorate programs (Academic Affiliates) and –38 international universities (International Affiliates). Governance: 132 Member Representatives (2 from each of the 66) who elect 18 Trustees. Guidance and Peer Review: community committees oversee nearly every UCAR program, including an overall UCAR/NCAR 3- 5 year review process.

3. UCAR Mission and Goal Areas To extend the capabilities of the university community to understand the behavior of the atmosphere and related systems; and to foster the transfer of knowledge and technology for the betterment of life on earth. –Science –Research Infrastructure –Education & Training –Advocacy, Public Policy, and Communications –Technology Transfer –Research and Operational Partnerships “I have a very strong feeling that science exists to serve human welfare. Reasons for Considering Realignment Last Cooperative Agreement review suggested exploring a realignment: increase interdisciplinary and cross-cutting content at NCAR develop new modes of university collaboration promote an innovative and adaptive center National Science Board call for a review of how NSF ATM Division supports the field in the 21 st Century UCAR 2008 Cooperative Agreement renewal

6. Realignment Objectives Organize to address significant current national needs identified in the NCAR Strategic Plan and new ones that arise later –Flexible and responsive organization –Multiple investigator projects –Reduce stove-piping in the organization –Ensure an organizational structure that supports science, applications and facilities Maintain disciplinary alignments as a critical dimension of the organization
