Coordination Processes with Districts on Delivery of EDPRS 2 4 Organized PSTA III Local Government Consultations (Feb, 2013). PSTA III is linked to EDPRS II and DDPs. Organized National Local Government and Central Government planning consultations (October, 2013). It happens every FY and coordinated by LODA. Provincial planning consultations (Every FY and coordinated through LODA) Participation in the preparation of Imihigo (Every FY and coordinated through LODA ). RAB zones for follow up and close collaboration with Districts (Seasonal preparations vs Extension services ).

Sector Issues Low inputs use vs. productivity potential Limited access to finance Lack of professionalization of farmers across the value chain Postharvest handling, storage, drying, processing and marketing 5

Sector Issues: Irrigation High cost of development of hillside irrigation due to : -Most of equipments and spares parts are imported -Lack of local companies specialized in irrigation domain -Most of available lands are not generally flat which has implication on pumping cost High cost of operation and maintenance of hillside irrigation schemes by farmers due to : -High cost of electricity for pumping; -Lack of irrigation culture within communities and poor water use efficiency; -Undeveloped and inefficient marketing chain, -Unclear involvement of the local authorities in the management of irrigation schemes, Land distribution and land tenure -Hillside irrigation schemes are developed on private land -Highly fragmented private ownership of the land which hampers consolidation -Cost of Resettlement/expropriation is relatively high 6

Status of Presidential Pledges Liming in south-western highlands: domestic funded project to start next Fiscal Year Special agriculture programme for the following Districts: Nyaruguru (increase agriculture and livestock productivity) Nyamagabe (increase agriculture and livestock productivity) Ngororero (increase agriculture and livestock productivity) Gakenke (increase agriculture and livestock productivity and promotion of export crops, especially coffee ) Feeder roads programme to cover all districts, starting with Rubavu, Ngororero, Rulindo, Bugesera, Ngoma, Muhanga and Huye 7

Status of Presidential Pledges: Lime Subsidy 8 The pledge was made in February 2013 on request by Nyaruguru farmers and leaders A pilot phase of lime supply to 6 Sectors of Nyaruguru District was done in season 2013B (1000 MT of lime supplied to farmers on 400 ha) A 3-year project proposal was submitted to MINECOFIN to achieve the following: Support liming of 30,000 ha in 10 Districts (FY14/15-16/17) in three phases Government contribution is 3.2 billion (50% subsidy) Potential project impact: productivity increase by 4 to 5-fold for Irish Potato, 3 to 4-fold for wheat when combined with manure & mineral fertilizers Project partners: Districts, cooperatives, lime miners & agro-dealers, NGos, Projects, etc. Plan to support 4000 ha in season B2015 if funds available Total area covered by acidic soils in 10 Districts is about 213,446ha, which requires about 1,275,848 tons of lime (there is enough lime deposits in the country)

9 Sector Priorities for 2015-2016 Irrigation: continued infrastructure development & efficient management of existing schemes Inputs use to increase agriculture productivity (seeds, fertilizers, manure and lime) Land husbandry (radical and progressive terraces) Mechanisation of farm operations Enhanced research and proximity extension services Postharvest and output marketing for both crop and livestock produces Livestock development including: dairy and meat value chains, animal nutrition, poultry and fisheries intensification, Girinka, and small animals development

Indicators that we have (Ex: Land use consolidation by crop, Twigire Muhinzi, use of improved seed and fertilizer not captured, progressive terrace 300 ha instead of 3,300 ha) * Poor design of indicator Ex: AI and animal vaccination) * Indicator on major crop productivity, One cup of milk and on fish production not captured Gatsibo : * There is no similarities with Agri. Indicators that we have (Ex Animal vaccination, targets for land use consolidation, Twigire Muhinzi, Not captured use of improved seed and fertilizer ) Kayonza : Honey production not captured (130 MT). Other indicators well captured. Targeted 350MT of fertilizer instead of 772 MT Kirehe : * AI target not well captured (3000 instead of 11,498) honey production (210MT) land use consolidation not well captured (20,000 Ha instead of 29,714 Ha and other crops. Fertilizer indicator OK. Ngoma : * There are no similarities with Agri. Indicators that we have (Ex Animal vaccination, targets for land use consolidation, Twigire Muhinzi, use of improved seed and fertilizer) * Indicator on one cup of milk not captured. Fertilizer not captured as MT but % of HH using fertilizers. Rwamagana : * Honey production not captured (130 MT) Other indicators well captured. Fertilizer indicator not captured as % HH instead of MT. Nyagatare : Target of land use consolidation, AI, animal vaccination under estimated, targets on use of improved seed. Fertilizer not captured as MT, but as % HH using fertilizers on maize and rice Burera : *Target on land use consolidation by crop not captured. * Radical and progressive terraces under estimated. * Fertilizer indicator Ok. * No target on the use of improved seed and fish production * Target for animal vaccination ( Rabbies for dogs and LSD, BQ for Cows) to be separated Gakenke : * Construction of 15 Veterinary pharmacies (RAB not aware of this activities ) who will support it? District or private? *Radical terraces under estimated. * Indicator on one cup of milk not captured. Fertilizer indicator OK Gicumbi : * * There is no similarities with Agri. Indicators that we have (indicator like: field visit or study tour, attendance list are not adapted). Fertilizer indicator OK. Inputs + LUC )

Inputs - seeds distribution and fertilizer reforms How are seasons planned- are there any gaps in coordination across all the key stakeholders? A. Setting of targets for CIP -MINAGRI compares previous seasons fertilizer /seeds distribution and use per district as the basis for establishing targets. In this case (2014A,B/C) were used as baseline; -The targets are communicated to districts for inclusion into their implementation plans; -The targets are validated with districts and are incorporated in annual performance contracts (Imihigo); B. Season Planning -Season Planning meetings with CIP stakeholders (MINAGRI, MINALOC, Districts) -Input access and use road map implementation meetings at district level (Mayor, V/Mayor FED, SE, AGRONOMES, importers and agro dealers) 15

Inputs - seeds distribution and fertilizer reforms… Lessons learned and next steps -Agreed targets often do not feature in Imihigo -Input access and use road map sometimes not implemented: limited mobilization and communication of input reforms to farmers, e.g., - use of subsidized fertilizers on 7 crops from the previous 4; - Inadequate mobilization of farmers into TWIGIRE and referral with required farmer lists to agro dealers to purchase inputs. -There is no a joint review of Imihigo before they are signed. -Period reporting of progress on implementation of activities agreed in plans New Fertilizer reforms -MINAGRI promote diverse fertilizer products to address nutrient deficiencies found in a recent soil survey; -Demonstrations of new fertilizers shall be conducted country wide, coordinated by RAB. Districts shall monitor and report on progress of trials -Fertilizer subsidies shall extend to more crops (to be confirmed) 16

Way forward 1. Agriculture and Livestock productivity Mobilization for input use (seeds, fertilizers and mechanization) Prioritize Twigire extension model 2. Export Give importance to export commodities Recruit export officers as found in the new district structure Mobilize farmers to plant export crops Enhance the productivity of export crops through better crop management Support some of the big project like the tea expansion program Maintenance of existing plantations Identification on time area for plantations Earmark land for commercial fruits development and fruits consolidation Earmark land for commercial production of vegetables and vegetable consolidation 20

Way forward... 3. PHH&S infrastructures Education and change of farmers – it needs more efforts from District Agronomist to build strong and sustainable farmer’s cooperatives, Delay at District level to tendering drying grounds 4. Irrigation Create a national irrigation development fund/portfolio Increase national target for SSIT development (from 2000Ha to 5000Ha) Operationalize contract farming models Preparation of irrigation transfer agreement with Districts 5. Earmarked transfer LODA should respect the guidelines as given by MINAGRI Districts should report regularly on the use of earmarked transfers 21
