2 2005/09/26 KDDI Corporation 2 Discussion As far as KDDI knows, the following operators have ever issued or now issue R-UIM. –China Unicom –Hutchison Telecom (HK) Ltd. –Asia Pacific Broadband Wireless Communications Inc. (Taiwan) –Hatchison CAT Wireless Multimedia Ltd. (Thailand) –PT Mobile-8 Telecom (Indonesia) –KDDI A question was arisen by TIA TR-45. –Have all UIM_ID equipped phones historically been CDMA-only or has this varied by time and by service provider? –It is unclear why this question was arisen. If UIM_ID equipped CDMA handsets which can assess AMPS/TDMA are roamed in AMPS/TDMA network, is the UIM_ID identified as a hardware ID in the AMPS/TDMA network? –Further study by TIA will be needed because AMPS/TDMA specifications are beyond 3GPP2 scope.

3 2005/09/26 KDDI Corporation 3 Discussion The following factors were informed by TIA TR-45. –Some manufacturers did not maintain accurate records over time of the use of their ESN pools and do not know whether ESNs were used or not. –Most manufacturers did not provide information about the relationship of ESN to technology supported. It may not be effective to send the same question to TIA TR-45 again. –The correspondence from TIA TR-45 identified that more than 50 8-bit MFR Codes were assigned before 1995. It means that potential capacity of reassignment for UIM_ID derivable is over 800 million IDs. –If the question becomes simple, most manufacturers may provide their information. Just ask whether they have ever released CDMA handsets. If its answer is “NO”, the assigned 8- bit MFR Code to the manufacturer can be assigned for UIM_ID derivable.

4 2005/09/26 KDDI Corporation 4 Proposal to TIA EUM AHG 3GPP2 TSG-S suggests the following decision to TIA EUM AHG. –ESN Administrator asks each manufacturer (especially with MFR code 129 – 254) whether CDMA handsets have been ever released. –ESN Administrator requires the manufactures who have never released the CDMA handsets to return the 8-bit MFR Code. –ESN Administrator reassigns the 8-bit MFR Codes which have not been assigned for the CDMA to 14-bit Assignment Blocks for UIM_ID. –ESN Administrator assigns unused 14-bit Assignment Blocks (virgin blocks) that were used for UIM_ID derivation to CDMA, AMPS or TDMA.
