2 2 What is a Joint Learning Study An in-depth assessment of in a country aiming at : –Highlighting the achievements, good practices and progress made –Identifying the strengths and weaknesses, opportunities and challenges –Providing proposals for action to decision makers Initiated to respond to a government request – A pilot project with Morocco Focused on a timely and critical issue for the government – Reforming public procurement as part of the wider efforts to enhance integrity in the public service

4 4 What is a Joint Learning Study Objective review : Assessment and proposals for action are provided to Morocco by “peers”, government officials with practical experience in public procurement, with the support of the OECD Secretariat. A balanced approach: Perspectives from Arab and OECD countries with various systems to provide options for reform for the country being reviewed – Canada, Dubai/EAU and France Joint Learning for country and peer reviewers: Share with other countries their experience and good practices Learn from other countries’ practices and approaches Quality: Review methodology and analytical framework that build on OECD work on integrity in public procurement

5 5 Analytical Framework The Checklist for Enhancing Integrity in Public Procurement Aim: Guiding policy-makers at central government level in instilling a culture of integrity in public procurement Focus: Addressing the whole public procurement cycle, from needs assessment to contract management and payment Good governance approach: Promoting elements of transparency, good management, resistance to corruption, accountability and control Methodology: A policy instrument building on good practices from OECD countries and beyond (e.g. Dubai, India, South Africa, etc.)

6 6 Putting the results of the Moroccan study into perspective Demonstrates common trends in Morocco, as well as in OECD countries: - A decree that is in line with international standards, the main challenge is the implementation - Risks in pre and post-bidding phases - Importance of putting more efforts into the professionalisation of public procurement
