purpose … Every three years, the AHAC meets to review established policies, procedures and ordinances, as well as land development regulations and Seminole County’s Comprehensive Plan. The AHAC Then makes recommendations and creates new policies that encourage the creation of affordable housing. The collective wisdom of the committee is a critical component of improving housing outcomes in the County and the Region.

Action Item Status Staff to recommend on how to improve existing zoning requirements, with changes to ease certain requirements that encourage affordable housing investment. (include education) o Update: This will be ongoing as we work through our recommendations. The larger part of the discussion will hinge on reviewing the existing rule set and proposing changes. Example (Stolzenberg, 10/1/15: 1.The R-AH zoning district, at the time that it was proposed, was very innovative. However, it reflects the conditions from the time that it was written. At that time, there was a lot of vacant residential land available. Now Seminole County is in more of a redevelopment and infill development mode, meaning large vacant areas are not as available in the urban area. The AHAC committee might want to consider whether requiring a minimum acreage size of 5 acres in order to rezone to R-AH might need to be re- examined.

Action Item Status Research and report on the opportunity to use SHIP funding for case management on renting affordable housing units. o Update: State Statute 420.9072 limits funding to the following rental assistance and rent subsidies: 1.“Security and utility deposit assistance 2.Eviction prevention subsidies not to exceed 6 months’ rent 3.Rent subsidies for very low income households with at least one adult who is a person with special needs…or a person who is homeless. When the person originally qualified for the rent subsidy. o The statute expires July 1, 2016, so the committee might consider formally recommending to include case management.

Action Item Status Provide a copy of the City of Sanford’s comprehensive plan housing section. o Update: A copy has been posted to the new AHAC website. Investigate FLU 10.2 SHIP funds. (Sheryl Stolzenberg, SME) o Copies of Objective FLU 10 and associated policies, summarizing policies of the Future Land Use Element of the Seminole County Comprehensive Plan about Affordable and Workforce Housing were provided for review at the 09/18 meeting. Learnings will be integrated into the AHAC research and recommendations.

Action Item Status Ask someone to come in and discuss the “Look Back” program, per request from Ms. Smith. Perhaps Judge Lauten o Update: Steve Fussell and Carmen Hall are meeting with Kathryn Townsend, Inmate Programs & Reentry Manager-Seminole County Sheriff’s Office, to discuss opportunities with the “First Steps” program and SHIP. Ms. Townsend is charged with improving re-entry within Seminole County. Per Ms. Townsend, there is the potential for increased funding for the First Steps program during the upcoming legislative session.

Other resources Florida has the third highest homeless population of any state in the nation, with 41,542 people living in homeless shelters and on the streets. This includes 4,552 veterans and 8,579 children. Florida’s economy is dominated by low- wage jobs, particularly in the service industry. In many occupations, workers do not earn enough to rent a modest apartment or buy their first home.
