3 Formulating Outputs Tangible, deliverable, promises

4 Outputs are deliverables  Operational changes: new skills or abilities, the availability of new products and services  Must be achieved within the programme period  Managers have a high degree of control  If the result is mostly beyond the control or influence of the programme or project, it cannot be an output  Failure to deliver is failure of the programme or project  4 to 6 outputs per agency outcome  Unless under a joint programme, outputs are NOT collective results Outputs: Definition & key features

5 Measuring Outputs  Easier to measure than outcomes (tangible!)  Indicators or MOV usually coming from existing service data or from routine progress reports  Indicators will often be ‘yes-no’  1 to 4 indicator enough - the fewer the better to reduce costs Promises! (…and a critical insurance policy with donors)

8 UNDAF M&E M&E is key for managing results, but often neglected M&E plan provides structure – a summary of key indicators, sources of information (incl. responsibilities) and risks & assumptions about expected UN system results It enhances UNCT accountability for UNDAF results It requires a final UNDAF evaluation to inform subsequent UNDAF process

9 UNDAF M&E Plan Consolidates the M&E activities related to the results expressed in the matrix Improves strategic focus and prioritisation of M&E activities Coordinates the timing of each activity for specific users and uses Reduces duplication and costs of M&E efforts and enables greater synergies in M&E activities Encourages partnerships and continued strengthening of national M&E capacities

10 Three Elements of the M&E Plan 1. Text - How the UNCT will monitor the UNDAF: –coordination mechanisms (theme groups, joint field visits, assessments, and activities with partners) –Efforts to strengthen national M&E capacities –A description of risks and assumptions affecting achievement of UNDAF outcomes 2. Table 1 - M&E framework –Indicators, baseline data, target and sources of verification and risks & assumptions 3. Table 2- M&E calendar –“At-a-glance” management tool, noting all M&E activities (surveys, studies, assessments, reviews, capacity building) by year

15 Key message We can’t know if we are achieving results, as a system, unless there is effective monitoring and evaluation of the UNDAF, as a system We need: A robust and operational M&E framework

16 Action Planning

17 Following this meeting the UNCT will focus on… 1.Engaging stakeholders with a combination of communication, negotiation and advocacy to gain their support for a set of UNDAF outcomes (consultation process); 2.Preparing a first draft results and M&E matrix, ensuring that agency results are fully aligned with and contributing to UNDAF results; and 3.Ratifying the UNDAF with all stakeholders
