Local governments may be required to formulate, adopt, and implement public policies in response to international issues and events. International issues and events that would require policy decisions by local government officials include the following…

Responding to public health concerns

Planning for the public safety in the event of an act of terrorism

Preparing economic development policies in response to the emerging global economy

Implementing policies to protect the environment, e.g., wildlife conservation

To better understand how the local and the international issues merge, imagine if you heard on the news about an outbreak of “Swine Flu” – or of poisoning in your neighborhood from lead paint on toys made in another country. It could be that your issue is global warming, terrorism, or losing jobs in your community to an overseas company. All of these issues might be better served with local policies, community planning, and cooperation among agencies.

Pretend you are on the Wythe County Board of Supervisors or Wytheville Town Council. In your group, create a plan that includes at least 5 things that would be implemented in case of a terrorist attack here in our county. The final copy of your plan should be written on the left side of notebook.
