Built the Forum Center of the city, seat of Roman government and law. Under the Etruscans, Rome becomes one of the richest cities in Italy.

▪ Patricians: powerful landowners that controlled government ▪ Inherited power ▪ Plebians: majority of population, farmers & workers ▪ Had few rights (could vote, not hold office) ▪ Did not know laws, laws weren’t written ▪ Greatest victory – got laws written down 450 B.C., Roman laws engraved in 12 tablets
