S3-2 Anthrax February 2004 An al-Qaida splinter group issues a statement in a little known Arabic daily in Qatar saying that it will carry out attacks on the “US dominated global system” by “halting all movement of air traffic.” February 10 – White powder found at 7 airports: Baku-London-Kiev-Moscow-Frankfurt-Slovenia- Romania February 11 – Powder is confirmed to be Anthrax February 11-13 – Six regional airlines report discovery of white powder

3. S3-3 Anthrax February 14 – Twenty three cases of anthrax illnesses reported across the region. Three such cases came from countries not included in the 7 airports and 6 airlines. February 15 – A special team flown in from the US confirms that four of the 6 airline and two of the 7 airport “discoveries” are anthrax.
