S10- 2 NGO A key official from a remote prefecture in the Northeast corner of the country at Buzi advises the center that a major U.K. NGO has an official heading to work in the region who is impossible to work with. A few days later, the British Ambassador discreetly approaches the MFA registering complaints from the NGO claiming a totally uncooperative attitude toward his work, and threatening to “pull out and make a public stink.”

3. S10- 3 NGO (continued) A day later, the prefecture advises that the NGO has so alienated the local populace that he fears for his safety. A daily telegraph reporter doing a story on the Balkans and traveling in Albania for only a few days approaches the press office of the MFA advising that he has picked up a hint of NGO/Government feuding in Buzi and plans to travel there for a day.

4. S10- 4 NGO (continued) A French NGO working in the same area with close ties in the prefecture and in Tirana advises a friend and Deputy Minister that “the Brits have a wild man running the NGO in Buzi.”
