5 Who Takes What STAAR A STAAR
Students who cannot access STAAR with or without accommodations Students must be serviced through SPED or with Dyslexia ARDC or 504 Committee decision STAAR The first consideration for ALL students with or without Type 1 or Type 2 accommodations

6 Who Takes What STAAR L Available for ELL students who:
Are not most appropriately assessed with STAAR Spanish AND Have not attained Advanced High in TELPAS Reading (2-12) AND Have been enrolled is US schools for 3 years or less (5 years for asylee/refugee) LPAC decision Not available for students whose parent denies program services Available for math, science & social studies

7 Credits & Substitutions
Students that were given FULL credit from homeschooling, private school or out of state/country do not take the EOC for that subject (DO NOT submit an answer document on these students) Students with passing scores from approved substitute assessments do not have to take a corresponding EOC (must mark SUBSTITUTION bubble on answer document) *all substitutions must be approved by the Testing Office and Exclusion/Exception Form must be filled out and submitted

8 ELL Provision for ENG I ELL students that were in US schools 3 years or less or 5 years or less for asylees/refugees do not have to re-test the English I EOC if they: took the English I EOC passed the course completed the paperwork (in file) are not parent denials It is the responsibility of the campus to confirm all requirements from the ELL provisional documentation for the exemption This is only for English I EOC. All students must take and pass the English II EOC. DO NOT submit an answer document

9 It is still the student’s option to retest the English I EOC
ELL Provision & SB149 The ELL Provision counts as one of the two assessments that can be used for SB149 ELL students who qualify and will use the Special Provision for English I as part of the SB149 exception for graduation MUST STILL complete IGC requirements for English I in addition to the other course (if applicable) in which the student failed to achieve the EOC assessment performance requirements It is still the student’s option to retest the English I EOC Campuses must fill out the Exclusion/Exception Form and submit to the Testing Office

12 Time Limit Policies & Procedures
Each student is allowed five hours to complete English I & II and four hours to complete Algebra I, Biology & US History Time starts after the test administrator has read all of the directions and tells students: “…you may begin” Test administrators must communicate orally or in writing the amount of time left to test (one hour intervals then smaller increments) Students with Extended Time must start testing as soon as possible Late students must test if there is enough time left in the school day Breaks are allowed but the clock does not stop Time stops only for: Meals Emergencies Consolidation Nurse breaks

The following test procedures and materials are NOT accommodations. They may be provided based on individual student need. It is not necessary to indicate the use of these on a student answer document. 14 Principal Responsibilities
Oversee training and the implementation of test administration process as stated in the manual Attend trainings and sign oath Ensure security and confidentiality of the tests and materials Approve test administrators, logistics and ensure that the testing environment meets the following: Testing rooms are quiet, well ventilated and comfortable. Students have enough room to work A “Testing- Do Not Disturb” is posted outside each room Bulletin boards and instructional displays are covered or removed from any location students may pass while testing All desks used for testing are clear of books and other material not required for the test • Monitors the test administrators • Report any incident to the DTC

15 CTC Responsibilities You are the contact person for all test-related communications at your campus You are responsible for the planning, training and execution of testing You are required to read and be familiar with all manuals You are responsible for test security of materials You must supervise and actively monitor testing You must report testing irregularities and violations immediately to the DTC You are responsible for supervising the verification of precoded test materials by campus personnel You are responsible for the accounting of all test material and for the accurate completion of all answer documents All of this is done with the approval of your principal

16 CTC Responsibilities Attend test coordinator trainings and train campus test administrators Receive, scan, manage and secure testing materials Prepare answer documents for testing, this includes checking that the student’s data is current Coordinate all campus testing logistics Establish and monitor testing procedures to ensure test security Verify appropriate score codes, test taken information codes, testing accommodations codes, and all other coding is correct on answer documents Prepare (scan) and return all testing materials to the testing office Prepare statements for incidents if necessary

17 Test Administrator Responsibilities
Read the Test Administrator Manual Attend training conducted by your campus test coordinator Receive secure testing materials from your campus test coordinator Observe all rules regarding test security and confidential integrity of the state testing system Read “Guide to the Test Administration Directions” prior to administering any state assessment Administer the tests in strict compliance with the directions in the Test Administrator Manual Supervise and actively monitor students during testing Do not provide any unauthorized assistance to students during testing Do not view the test, discuss the test, or score a student test either before, during, or after testing

18 Test Administrator Responsibilities
Complete answer documents in accordance with the manual Return all testing materials to the campus test coordinator (CTC) immediately after students finish testing Accurately and completely fill out all required documentation for testing Assist the CTC for on-line administrations as needed Report testing irregularities and security violations immediately to the CTC Prepare statements for submission to CTC if you are involved in a testing irregularity or test security violation

19 Preparing for Test Day Rosters Verify the number of students and the test they are assigned to Verify accommodations assigned to students How many special settings are needed? (oral, STAAR A, STAAR L, small group or individual) Do you have any students that are changing test type from day to day? (example: STAAR to STAAR A or STAAR to STAAR L)

20 Preparing for Test Day Logistics Who are your test administrators and where will they test? (there should be a 30:1 ratio/5:1 for STAAR A or STAAAR L) How will students know where to report? How many relievers are needed? (must be trained as test administrators) How many hallway monitors are needed? How will late arrivals be handled? What will you do for absent students? How will you handle make-ups?

21 Preparing for Test Day Logistics What will you include in testing bins? When will you start building them? Who will assist you? (pencils, highlighters, scratch paper, forms, signage, test materials) Where and when will Check-Out happen? There should be a binder of general testing information with the front office staff to include testing schedule, test room locations, where students are testing, any altered schedules, etc Who will ensure the testing environment is ready? (instructional displays covered, there are enough desks/chairs, etc) What will the day look like for students not testing?

22 Preparing for Test Day PreCodes
How will you and your team check for errors in precoded information? Which sources will you use to verify that information is correct? Where do you find the precodes so the process can start as soon as possible? Be aware of program changes such as newly identified or exited from SPED, LEP, GT, At Risk, CT, ED New students or errors in the following need a new answer document that will be hand gridded: Name PEIMS number DOB

Demographic and program information affect: State Accountability (district and campus ratings) Performance Based Monitoring Appraisal System (Bilingual/ESL, CTE, NCLB, SPED) System Safeguards (state and federal targets) Annual Measureable Achievement Objectives (ELL Population/Title III funding) Data Validation (assessments)

24 Breakfast in the Classroom
Only the teacher/adult in the classroom can complete the roster. Only complete meals that are served will be marked off in Section #2.

25 BIC Best Practices All unopened items should be returned to the cafeteria after the meal time is over. All opened items should be placed in the trash bag that is provided with the meal. The cafeteria manager is required to check each roster to verify how many meals were served, not served, and returned.

Reading Directions Test Administrators MUST read the Guide to the Test Administration Directions page 43 Test Administrators must read word for word all directions in bold following the word “SAY” There will be a specific test administrator manual that includes a non-secure section and a secure section for STAAR A and STAAR L. Test administrators may not view the secure section until the day of the test. The non secure section will be available for training purposes

34 December 2015 STAAR A EOC Administrations
Students are required by Texas Education Code (TEC) §28.025(c) to meet all curriculum requirements and assessment graduation requirements in order to receive a Texas high school diploma. Graduation requirements for students receiving special education services can be found in Texas Administrative Code (TAC) § (b). It is not necessary to revisit the assessment decision simply because STAAR A will be administered only on paper in December. If a student meets the STAAR A Eligibility Requirements, he or she may take STAAR A regardless of the mode of administration.

The secure STAAR A Paper Administration Guide provides specific instructions for how embedded accommodations are to be provided. Accommodations may include definitions, synonyms, graphics, rewording of text, or indication by the test administrator of certain parts of the selection, test question, or reference materials. Supplemental materials, such as blank Punnett squares for biology and writing checklists for English I and English II, will be provided as separate handouts. The test administrator may read aloud text as needed by the student. The student’s test booklet will indicate text that cannot be read aloud (“do not read” icon). Specific information about what can be read aloud is located in the STAAR A Paper Administration Guide.

Allowable test administrator-provided accommodation support is specifically described in the accommodation tables. These tables allow the test administrator to SAY something to the student, to Show the student a visual, or to Indicate to the student specific information in the student’s test booklet. SAY: This text must be communicated to the student exactly as written. Show: The “Accommodation” column in the accommodation table may instruct the test administrator to show the student an image (e.g., political cartoon, chart, photo) on a specific page in the guide. Indicate: In some instances, the test administrator will need to indicate to the student (e.g., point to the information, cover the information not indicated, place the student’s hand on the information, etc.) specific information in the student’s test booklet.

Test administrators who have not administered a paper version of STAAR A, must be trained according to the STAAR A Paper Administration Guide. Because test administrators respond to student requests for reading text aloud and presenting additional accommodations, individual or small group administrations are necessary. Students taking a paper administration of STAAR A cannot be grouped with students taking other assessments. Students record their responses to test questions on the answer document.

Linguistic accommodations provided by test administrator In addition to receiving training on general test administration procedures and test security, test administrators need to be trained in testing procedures specific to STAAR L paper administrations. Test administrators who provide clarification of word meaning should be familiar with the subject matter assessed, linguistic needs of the students, and work routinely with the students in assisting with or delivering instruction. 75 Security Oaths TEA requires that everyone be trained and sign a security oath before handling secure testing materials or participating in the administration of a state test A person who has several roles during TELPAS testing must sign all oaths (Test Administrator, Rater, Verifier, etc) Paper test requires that the test administrator has signed the bottom box of the oath prior to testing

76 Security and Confidentiality
Account for all secure materials before, during, and after each test administration (including Student Authorizations) Protect the contents of all tests booklets and student answer documents No person may view, reveal, or discuss the contents of a test or answer document unless specifically instructed to do so by the procedures in the test administrator manuals and the bottom portion of the oath has been signed No collaboration allowed during online calibration sets

78 What is NOT active monitoring?
Monitoring during test administrations is the responsibility of the test administrator, the campus test coordinator and administrators. What is NOT active monitoring? Anything that takes the test administrator’s attention away from the students during testing. Examples include: Working on the computer or checking Reading a book, magazine, or newspaper Grading papers or working on lesson plans Leaving the room without a trained substitute test administrator in the room Leaving students unattended during meals or breaks

79 Reduce the risk of having an irregularity!
Before the test administration: Emphasize importance of training and reading manuals Account for all test materials Ensure proper storage of materials Verify accuracy of student information Verify testing requirements for students receiving special education services

Ensure each student receives the correct assessment and testing material(s) Emphasize and verify active monitoring Ensure all testing personnel understand that they may NOT: provide assistance view the tests without authorization discuss confidential student information check for strategies

82 Pitfalls to Avoid: Assigning untrained staff to administer and/or monitor tests (must be certified personnel) Failing to inventory testing materials Having insufficient test booklets and/or test administrator manuals Not accounting for all test booklets and answer documents each day Teacher violates time limit Testing beyond the normal school day

83 Pitfalls to Avoid: Assigning a student the incorrect assessment or student authorization form Failing to give appropriate accommodation(s) Improper (or nonexistent) monitoring Leaving secure materials unattended (to include Student Authorizations and Writing Samples) Stopping an on-line session prior to removing absent students Failure to report a testing irregularity

84 Reporting & Documentation
If you become aware of any irregularities, contact the DTC immediately with the who, when, where, what and why. If the irregularity is deemed an incident the following documentation is required: Incident report including a plan of action (local form) Signed statement(s) from individual(s) involved (typed, printed and signed name and dated) Statements should not include names of student The local disciplinary referral form used to report disciplinary actions taken against students for cheating, cell phone issues or disruptions
