USDA’s Purchasing Environment Purchase a broad array of products and services 11 major buying agencies Spend approximately $5 billion annually Large buyer of: – Commodities & Food Products – approx. 60% – Information Technology – 20% – Environmental Services – 5% – Architecture & Engineering/Construction/Real Property 10% – Other Services and Supplies, including Professional/ Administrative/Management Services - 5%

Small Business Performance @ USDA One of 3 agencies (USDA, SBA, Interior) that has goals over 50%, which comprise 1.7% of overall contract dollars government-wide; The Department buys food and non-food commodities. AMS will never be able to exceed 35% to 40% for small business contract awards for food. The remaining 10 buying agencies have to offset food commodities by achieving 60%-65% small business contract awards for non-food; The small business goal from SBA for FY16 is 52.5%

Factors Impacting USDA Small Business Performance Food V. Non-Food Commodities Natural Disasters Decreased spending in FY16 in core areas, where we’ve historically performed well in – Food, Construction, Forestry, and Other. We anticipate that ADP will drop slightly due to budget constraints.

USDA’s Best Practices – OSDBU Monthly Vendor Outreach Sessions Bi-monthly Small Business Connections Update Procurement Forecast two times per year. Rural Small Business Outreach Events – 3 times per year OSDBU attended/hosted over 20 events in FY15 Training on Clearance, Subcontracting, Procurement Forecast for the Agency COs and PMs

USDA’s Best Practices – Agencies Inquiry and follow-up to COs and PMs for Procurement Forecast. Coordination of agency’s acquisition unit’s participation in local/regional small business matchmaking events. Communication of small business marketing information to various agency business units. Coordination of subcontracting opportunity processes and results reporting. Roundtables and Industry Days Webinars
