Data Standards and Data Sharing The Foundation for Inland Waterways E-Navigation Success (USA) Wednesday September 14, 2011 Doug McDonald Navigation Data Center U.S. Army Corps of Engineers

Fairway to Successful E-Navigation Establish a basis for collaboration –Standards for information transfer –Improving data through information sharing Develop flexible data sets for e-Nav purposes –Strategic, Tactical, Operational Action, Informed Decision Making

Establishing a Basis for Collaboration Standard Identifiers and Codes for Messages Adopting Common Nomenclature –Agreement on standard definitions –Accepting standard definitions –Using standard definitions –Eliminates communication barrier –Fosters collaboration and partnerships Mapping and translating common assets among entities is NOT: –adopting common nomenclature. –true collaboration

Federal-Industry Logistics Standardization (FILS) –Standard Location Codes for Dock Facilities –Standard River Names and Mile Points –Standard Vessel Codes –Standard Commodity Codes A joint collaboration between Industry & Governmental Agencies to adopt a uniform nomenclature for US Navigational Points of Interest, Vessels, and Commodities in order to improve accuracy and efficiency when sharing common information. Guiding principles – Accepted by Industry – Accepted by Federal Agencies – Usable in multiple transmission formats – Adhere to international standards

Universal Location, Vessel and Commodity Codes Navigation Points of Interest UNLOCODE_GUID: SIX03BN NAV_UNIT_NAME: BAY CITIES TRANS. CO. 10 Standards for Information Transfer Accredited Standards Committee –Common Business Transaction Sets –Compatible with Import/Export Trade Message Formats –UN/CEFAT Reusable & Interoperable XML messages –Context Inspired Component Architecture (CICA) –Common XML syntax Used and Approved by Industry –X12I/TG04-MARINE TRANSPORTATION –X12I/TG09-CUSTOMS –X12I/TG10-MULTIMODAL

Transparency Through Partnership

Federal Initiative for Navigation Data Enhancement (FINDE) Leveraging Standards and Interoperability for Collaboration FINDE is an effort to provide an integrated set of complete, precise, and reliable navigation data for managing our Nation’s waterways making successful safety, security, and capital investment decisions. Partners: USCG, IRS, NOAA, Customs and Border Protection (CBP) and USACE Purpose: To develop a federally integrated navigation data set utilizing the Automated Identification System (AIS), CBP’s Vessel Management System (VMS), and other data sources and services. FINDE Executive Committee Federal Industry Logistics Standardization (FILS) Vessel Identification, Cataloging, and Tracking Navigation Data Integration Navigation Points of Interest: Docks, Anchorages, etc. River Information Services (RIS) Spatial Data Requirements and Integration
