5 Organize for Success NOAA’s Approach to IOOS The U.S. Integrated Ocean Observing System (IOOS), of which NOAA is a contributor, is a coordinated national and international network of observations and data transmission, data management and communications (DMAC), and data analyses and modeling that systematically and efficiently acquires and disseminates data and information on past, present and future states of the oceans and U.S. coastal waters to the head of tide. Establish NOAA IOOS Program Office –Lead and manage NOAA’s IOOS efforts Support external collaboration –Identify and encourage similar data integration, test and evaluation approach by partners Develop a Data Integration Framework as the Initial Operating Capability –Integrate priority IOOS core variables (NOAA & non-NOAA) –Deliver integrated data sets to end users and models –Quantify product improvements Integrate Data

12 Regional coastal ocean observing system (RCOOS) data are critical to IOOS NOAA will competitively fund projects under the FY07 Regional Integrated Ocean Observing System Development solicitation –Projects will support: RCOOS development; IOOS applications development; and Data Management and Communication (local data network nodes) –Panel review of proposals occurred 22-23 May –Target time for selection is mid June 2007; Award in FY 2007 NOAA’s FY07 Regional IOOS Activities: Development

13 Effective regional management structures are required to cohesively manage sub-regional elements Regional Associations (RA) are responsible for ensuring sub-regional elements are integrated into the Regional Coastal Ocean Observing System NOAA funded third year of competitively awarded Regional planning grants to enable RAs to: –Develop, manage, and operate Regional Coastal Ocean Observing Systems –Identify customer needs –Provide delivery of services at the regional to sub-regional scale NOAA’s FY07 Regional IOOS Activities: Management

14 Administration is not preparing a bill Senate 950, House HR 2337 and 2342 introduced NOAA’s Areas of interest include: –Clear roles and responsibilities among the various parties Interagency committee Interagency planning/program office NOAA as “lead” agency Regional Associations and other non-federal entities –Process for certifying Regional Associations –Liability of Regional Associations and other non-federal entities –Federal Advisory Committee Act, financial, ethical, and conflict of interest issues that may be associated with the relationships created under legislation IOOS Legislation

15 Interagency Actions Goal 1: The national IOOS is a unified system that provides seamless delivery of ocean and coastal information and predictions; and includes federal, non-federal, national and regional components for implementation. Goal 2: The IOOS links to other environmental observing systems into the broader Earth Observing System (EOS), the Global Ocean Observing System (GOOS), and the Global Earth Observation System of Systems (GEOSS). Goal 3: The U.S. has an IOOS that provides valuable data to improve predictive and decision-making capabilities for the seven societal benefits with an initial focus on coastal inundation, navigation, public health, and ecosystem assessment. Goal 4: IOOS provides a process for the development and delivery of applications and decision support tools for advancing critical national priority issues. Goal 5: The IOOS will develop continuously through research and the incorporation of advances in technology and understanding into an operational capability. Goal 6: The IOOS makes a significant contribution to meet the ocean science education objectives of informal, formal, and work force and postsecondary communities. Goal 7: The nation’s IOOS community collaboratively advances IOOS and ensures coordinated national benefits of the investments made by all members of the public, private, and academic sectors. IWGOO IOOS Strategic Plan (DRAFT) IWGOO has drafted an IOOS Strategic Plan which is currently under review by JSOST and SIMOR Comments will be incorporated into the Strategic Plan in June 2007 Document will be submitted to ICOSRMI for expected approval
