California Climate Initiative Dialogue Group Page 2 Why TCR?  Regional registries were forming: –California Climate Action Registry. –Northeast states emissions registry. –Midwest states emissions registry.  Standardize best practices, avoid duplication, inconsistency.  Reduce costs for states and reporters.  Create a platform for a national reporting capability.
