2 Information & Advice in the Care Act Information & advice covered in section 4 of the Act Section 4 is in the section on General responsibilities of LAs Information & advice referenced throughout the Act Supported by Statutory Guidance Underpinned by practice guidance

3 Clause 4 of the Care Bill The Bill requires local authorities to establish and maintain an information and advice service related to care and support in their area. It must cover: How the local system works The choice and types of care and support available How to access that care and support How to access independent financial advice How to raise concerns about safety or well-being The information and advice service must cover the needs of all its population, not just those who are in receipt of care or support which is arranged or fund. It must be accessible and proportionate

4 The draft guidance Covers:Issues: Ensuring the availability of information and advice services for all people; The LA does not have to provide all information Who in particular might benefit from information and advice; Greater emphasis towards the who population - prevention Linked I&A with health – Hosp discharge, point of diagnosis etc…. The local authority role with respect to financial information and advice The LA must facilitate access to appropriate independent financial advice The accessibility and proportionality of information and advice Formats and approaches which make I&A available The I&A that people need when they would benefit from it The development of plans/strategies to meet local needs Identifying and building people’s I&A needs into JSNA and Health & Wellbeing strategies

5 Support / Advice LocalNational TLAP - Principles for an Information, Advice & Brokerage Service Care and support information on NHS Choices TLAP - Interactive map of where people obtain care and support information Provider Quality profiles with user feedback TLAP Jargon Buster – published and to be extended over the year Improved connectivity between national to local websites TLAP - Examples of practice – 30 published by TLAP, 5 in depth studies in progress Increased availability and for local reuse of national information TLAP - Key elements of an information & Advice Strategy (commissioning) – in development Development of national tools to support care and support ‘process’ Development of online and digital services to deliver information and advice on care and support – in development with ADASS Information Management Group DH led national awareness campaign around new funding arrangements
