2. Key Ingredients Evidence Based – If no evidence collect it – or make evidence development as part of the proposal. Define Context – Identify Gaps, Study the ToR carefully. An extensive review of existing literature and data helps. (Why Regional?) Objectives: SMART – Key Words ‘Specific’ and ‘Measurable’. Think carefully of impact that you would like to see. “What kind of News Paper Headlines you want to see at the end of the project?”

3. Key Ingredients Define how will you achieve them? Geographical Area, Strategies and related possible activities (Evidence would be key) Clear Roles and Responsibilites What impact you would like to see? Define Objectively Verifiable Indicators how would you measure impact? A well designed evaluation plan. How and who will monitor the project? At what intervals? – Monitoring Plan and Possible Tools for monitoring.

4. Key Ingredients Quality Assurance. –How will the learning from monitoring feed into better quality? Be clear about opportunities and time frame to make amendments if any. Budget: Realistic and Balanced –Plan for market shocks if any

5. Study the proposal submission formats to ensure that you have all the information: Like who would be the Recipient(s) at what level, Legal Requirements for recipients by levels, capacity etc. How will the learning translate into further action? Sustainability of impact and/or activities

6. Key Questions Where are we? Why are we there? Where do we want to be? How do we get there? Are we getting there?
