Roadmap Recommendations 1. Set a goal to reduce electricity by 50% by 2025. 2. Implement the RIRP recommendation for a baseline, end-use study. 3. Form a Railbelt regional authority for energy efficiency. 4. Provide statewide legislation to enable property- based financing and incentives for energy efficiency and renewable energy
