ISSUES Towards concrete solutions for water – SOLUTIONSTARGETSTHEME 6th World Water Forum Kick-off Meeting 3-4 June 2010, Marseille, France
2
ISSUES Right to Water SOLUTIONS Definition (& under- standing) Implementation Recognition (promotion) Dialogue around work of UN independent expert on best practice – which builds on previous work In each (xx) country to know who is responsable for the implementation of the right to water Strong connection to access to water/sanitation Southern civil society are included in process Reaching x cities implementing the RTW with the support of a champion city by 2012 Use the Istanbul water consensus to get (xx) champion cities to implement as part of their commitments TARGETS Before 2010 have governments recognize Regional: Process could include peer to peer sharing on how to use RTWs in multi- stakeholder dialogue Send a clear message to Rio +20 on the rights to water & sanitation Reduce by xx% the number of countries that have not recognized the RTWs (blacklist?) Ministerial Declaration recognises the rights to water & sanitation Further work on disemination of the 2009 RTS reprt by the independent expert Shaping outcomes of the work of UN independent expert on RTWS Connection to Theme 2: Access tp Water … Extra TARGET: The political process for WWF6 is robust multi-stakeholder, participatory focus on measureable commitments

BMU Balancing Multiple Uses User balance IWRM Sector policy and governance Groundwater Set up river basin committee (with representatives of all users) in 50% of countries by 2015 Groundwater participatory management implemented by 10 regional aquifer agencies by 2010 Integrated groundwater in all river basin management plans by 2010 Implement economic instruments in addition to command and control in 50 countries by 2010 Agree global f-w for eval the value of water-related ecosystem services by 2015 Institutionalizing RBM organs in all countries by 2012 Integrate land and water management policy (by???) (where???) Systematically integrate environmental safeguards in usage management Mu strategies nationally adopted by 10 countries globally by 2012 50 countries worldwide adopt water resources multi-uses master plans by 2015 Convert irrigation agencies into water service agencies dealing with MUS Water services pricing Prioritise financial and technical support All user groups, taxpayers and public authorities Parliaments and government Inter-parliamentary platforms General public, local actors; all consumers of water & food All policy levels Provide funding and technical support Use world water day Conditioner les financements / territorialiser les reflexions Quantity policy impacts on water environments INNOVATION STAKEHOLDERS

Trans- boundary Transboundary Futures/Transboundary Cooperation Legal Instruments & Frameworks Sharing & Cooperation Climate Change Groundwater Set up a trans-national Framework Set up tools for data exchange: - Networks of experts - Basic Monitoring Systems - Joint Commissions Key Questions : How to build trust ? How to encourage political will ?

Risk Mgmt Risk & Disaster Management Technical support Risk Prevention Dam responsibil- ities Flood Control Setting Post-MDG Target on Risk & disaster management Example: Reduce human loss by X% Galvanize & mobilize before disaster strikes Prioritize systems to forecast, inform, alter and evacuate Incheon Water Declaration (2009) To increase the adaptation and resilience of our cities for climate change Utilize urban design to reduce risks in towns Lower the percentage of areas at risk in the world Increase the number of territories with risk management plans Increase the amount of investment for risk prevention by X%
10
ISSUES Out of the Box TARGETS Innovation / Out of the Box SOLUTIONS Water for other sectors Behavior Change Water technologies Media / New media Education/training Coastal zone solutions Intergenerational Cross-sectoral Innovation

ISSUES Water & Food Security TARGETS Water & Food Security SOLUTIONS Institutional issues Environmental sustainability Water productivity Water Management Virtual Water Urbanisation & population dynamics
12
Water & Energy Water & Energy – Open Space Reliance of energy on water Reduce energy & water use generally Reliance of water on energy Change attitudes to both energy & water Develop baseline measurements for both energy and water use at national level Identify national proportional reduction target (water & energy) Identify & monitor at national level water consumption per energy type Identify & monitor at national level energy consumption by water services Establishment of national bodies to consider the water/energy relationship Sustainability assessment of water and energy planning Targets by countries by March 2015 (7th Forum)
13
Water & Nature Water & Nature – Open Space Mainstreaming freshwater ecosystem services in governance & decision making Valuing conserving & restoring freshwater ecosystems Planning & financing ecosystem-based adaptation and water resource management X# Governments will support declaration on water for nature at 6th Forum Protect X # of species in 5 years X Governments commit to environmental flow assessments for rivers Reduce by x% horizontal expansion of urban and agricultural expansion Acquire X # of hectares or X kilometres riparian areas At least 30% climate funding directed at freshwater systems protection X national water infrastructure strategies include x% funds for natural infrastructure X# river basin commissions set env. Protection & ecosystem services as priorities
