Comprehensive Plan Development projects that take advantage of regulatory flexibility shall: Provide at least 30 percent of the total units in the project that shall have a base price at or below the “affordable level” as defined by the Metropolitan Council formula; Shall guarantee that five percent of all new housing units in their development, will be permanently affordable - it is intended that the five percent of permanently affordable units would also be counted towards the 30 percent of affordable units created; and Shall construct and maintain one of its model homes at or below the Metropolitan Council affordability definition that reflects the company's base price, if model homes are provided for in the development.
