To make the administration more sensitive towards the emerging needs of people and to inspire confidence Promotion of efficiency in subordinate staff/officer and to sustain confidence in leadership. Streamlining and enforcement of procedures & Leadership strategies for public oriented governance Administrative supervision and control, record keeping, well being and welfare of people.

Collector Manual Collector manual covers-
Revenue ,Land Acquisition, Stamp duty, Registration, Survey & Settlement, Land Reforms, etc with provision and procedures. Powers given to Collectors under various Laws, Acts and Rules. Duties of Collectors for citizen centric administration and role as a district coordinator. Control over other offices in his jurisdiction Disposal of issues within the defined time frame Updating of land records and ensuring better protection of the same Fundamental and important aspects of Land Revenue and its management along with the role of concerned officers and their powers and duties. Inspection - subordinate staff and offices. Land and Revenue administration, updating and maintenance of revenue record.

Compilation of Government Resolutions and Circulars
All the policy level decisions, resolutions and circulars by the government from the time of greater Bombay state till now, were compiled and published in the year 2012. 20 books consisting of 18 subjects with pages were published

Training From 16th September 2005 onwards
At SPIPA, training was conducted on a regular basis for Revenue officers including Deputy Collectors, Mamlatdars and subordinate staff. Every revenue officer had to undergo training at least once in 2 years. Training material were prepared, published and provided to all the participants. Special Training programmes were organized in context to Land Acquisition, E-dhara , ATVT and Survey & Settlement.

Seminars and Conferences
On a regular basis, Collector’s Conference was organized from 1st July onwards- Collectors Conference on monthly basis- third Thursday of every month. Regional seminar for Collectors, Deputy Collectors and Mamlatdars – on Quarterly basis.

35 statements for collectors
On 6th Nov 2006, - 35 formats were defined which all the Collectors have to submit online along with their monthly diary. The 35 formats includes: Tour, Audit- Village records, Disposal of pending applications, court-cases and pending files, Encroachment on Government lands, Revenue recovery, Entries in Record of Right, Conversion of Lands for non-agriculture purposes, Inspection of subordinate offices and own office, Matters pertaining to Tribal lands, Promulgation of revenue records, classification of records & land acquisition cases, etc.

Inspection Every year - Inspection of all revenue offices.
Inspection of Collector, Prant, Mamlatdar, City Survey & Land Acquisition Officers. Yearly programme - prepared by Revenue Inspection Commissioner Revised Inspection guidelines were prepared and issued on 19th June 2005 for Inspection of Revenue offices.

Citizen Centric Services
Jan Seva kendra - at all the Mamlatdar offices to provide all types of application forms to citizens. To have similar procedure in all the Jan Seva Kendras Revenue Inspection Commissioner have prepared application forms covering 91 subjects including the documents to be submitted with the application forms and check list. The Booklet published also indicates the time limits for disposal of the application forms.

ATVT ATVT is a single window system for citizen services at Taluka Level started in 28th April2011 Around 201 Lakhs + application are received and disposed off at ATVT JSK. 309 Public Delivery JSK Centers. 193 + Citizen Services of various departments. 32 daily services (to be disposed off same day) For smooth functioning of ATVT scheme, a manual was prepared & published and was launched by honorable PM during his tenure as CM of Gujarat

ATVT – An Approach Use of information technology(ICT) and geographical information system (GIS) for planning and selection of works. e-Dhara Manual Records of Right (ROR) is replaced by e-Dhara since 2005 Computerized ROR i.e. Village form 7/12, 8a & F6 Computerized ROR available at all e-Dhara Kendras and village panchayats (e-Gram Centers) Computerized ROR can be accessed online through the web portal E-Dhara recognized and awarded by Computer Society of India (CSI) in 2006 and 2011 Bank loan entries in ROR done through respective banks Land acquisition and order entries done through concerned offices

SMS Alert An applicant receives SMSes at five stages:
1st when application is received at e-Dhara centre and a computerized receipt is generated. 2nd when entry number is generated 3rd when 135D notice is generated 4th when S form is generated 5th when Entry decision is in effect

Cost effectiveness Monthly approx. 48 lacs copies of ROR have been per copy aggregating Rs.2.4 crores Amount itself sufficient for the self-sustainability of the project. Gujarat has yet not started taking any charge for mutation application. All staff engaged in the project are government staff

Since 2007, working in 150+ SRO Software, Training and support provided by NIC Space and working environment provided by the department Working staff, computers and other necessary devices are provided by department Document registration process includes capturing photo and finger print, scanning and issuing certificate.

Pre-valution Ownership verification by photo and finger print authentication for agricultural land Market value/ Stamp Duty calculation based in Ready Recknor ( Jantri ) e-stamping counters at each office. Receipt generation for registration fees, allotment of document number. Capture Photo and Thumbprint for all parties. Re - Survey

Re- Survey The original survey for the areas under present State of Gujarat had been carried out from The technology used for the survey was chain and cross staff. The measurements for each field were written on a paper which is known as the Tippan for that particular parcel of land. The area based on the measurements taken for the land parcel was calculated manually by using a ready reckoner. What was lacking was the accuracy with regard to the measurements. The survey of lands which was done with the help of technology available at the time - had its own limitations.

State is playing a lead role in carrying out re-survey of lands using sophisticated and latest land survey technologies like Differential Global Positioning Systems (DGPS) , Electronic Total Station Machine (ETS), Digital Leveling Machine Network based RoR Software (NIC software) and G.I.S. based spatial data processing software (IGIS software). Digitized records will be generated after 100% survey of all agriculture lands. With a view to facilitate the achievement of the physical targets of the resurvey programme- the Re-survey Manual was prepared and published The Re-survey Manual contains details and clarifications – Tasks and duties of officers at various levels . Time frame with respect to reporting structure Reporting format All the new records will be digitally maintained. Hence comparison and checking of the old record with the newly generated data and its reconciliation is of utmost importance.
