They must get the CRTs or close down.

3 WR3A Proposal WR3A has established a major purchase order for 80,000 used CRTs per month to OEM-owned SKD manufacturing plants The CRTs are sold for $10 CIF The OEM produces a fallout report on each shipment WR3A members meet glass-to-glass purchase orders for “bad” CRTs World Reuse, Repair & Recycling Assoc. 2006
