2 History Associated member state status 1997 Activities started in 1998 Office for EU programmes established in 1998 Part of Centre of the RS for Vocational Education (Leonardo office there)

3 Activities we began with SOCRATES –Erasmus –Comenius –Grundtvig, Minerva Leonardo da Vinci

4 SOCRATES II 2000-2006 New stricter demands from the COMM New responsibilities October 2003: independent public agency established Financed by the Ministry for Education and Sport with the European Commission

5 New tasks National Agency for Socrates and Leonardo CEEPUS II Bilateral grants Grants for Slovenes abroad (no Slovene citizenship) Projects – national/international calls (River, EraMore, …) ‘earning money on the market’

7 National Authorities Establish / nominate the NA for the period of the programme 2007-2013 are responsible the NA fulfils conditions – in writing, declaration of assurance All major changes in structure/procedures need to be sent to the COMM in writing by the nat. authorities Declaration of assurance has to be accepted by the COMM (can be rejected or accepted under conditions) There has to be a person/persons nominated at ministerial level as ‘’national authorities representative’’

8 National Agency (NA) Responsible for project lifecycle for decentralised activities Helps monitor and evaluate the measures of the LLP May not transfet any of its tasks to others Has to follow guide for NAs

10 Decision making - national level National authorities  National LLP Committee: –National priorities for yearly calls –NA work programme approval –Final report approval and certification National agency  Evaluation committees –Proposal for grants applications to be accepted/rejected or put on reserve list –Specify proposed grant amounts –National priorities (proposal to nat.com) Grant decision  taken by person/body legally authorised to sign grant agreements  NA director

11 Tasks of the National Agency I. Management of the project life cycle of the decentralised actions of the Programme –Information and publicity at national level on the Programme and, where applicable, the calls for proposals –Information and counselling of potential applicants –Receipt and evaluation of grant applications –Establishment and supervision of evaluation committees –Decision on the award of grants –Publication of information on supported projects –Commitment of funds for projects and signing of contracts with project beneficiaries –Prefinancing payments to beneficiaries –Monitoring projects, including visits to projects and thematic monitoring meetings –Analysis and control of final activity and final financial reports –Balance payments and recovery of funds –On-the-spot checks on projects –Reporting to the Commission and to the National authority II. Monitoring and evaluating the decentralised actions of the Programme –Organisation of national thematic monitoring meetings between projects and of national participation in European thematic monitoring meetings –Organisation of national valorisation meetings bringing together project coordinators and potential users and of national participation in European valorisation events –Reporting on the impact of the Programme actions at national level –Studies, analyses and surveys on the Programme actions at national level –Contribution to national reports on implementation of the Programme and to evaluation of the Programme –Contribution to achieving synergies at national level with other Community programmes III. Continuation and winding up of the actions from the Socrates (2000-06) and Leonardo da Vinci (2000-06) programmes

14 Erasmus – role of the NA In the field: –Publication of the Call –Collection and evaluation of the applications –Training of beneficiaries –Grant agreements (minimum requirements set by the COM and nationally, if any) –Monitoring –Audit control
