www.jrc.ec.europa.eu Serving society Stimulating innovation Supporting legislation Benefits and challenges of INSPIRE implementation in the field of statistics Mirosław Migacz Chief GIS Specialist Central Statistical Office of Poland Thematic Cluster facilitator Statistical Cluster November 10 th 2015 EFGS Conference, Vienna, Austria
2
INSPIRE – background May 2007 INSPIRE Directive enters into force -data specifications -implementing rules -technical guidelines -data provision obligations…
3
INSPIRE – background but also… -raising awareness of spatial data -greatly increasing quality of spatial data -stimulating sharing of data in Member States -creating a working spatial data infrastructure
4
INSPIRE – maintenance -over 8 years of work -existing implementations lots and lots of data lots and lots of questions
5
INSPIRE – maintenance All infrastructures, and INSPIRE is no exception, require maintenance and evolution if they want to remain relevant to their goals and stakeholders.
6
INSPIRE Thematic Clusters On-line collaboration platform – launched December 11 th 2014 A single entry point for implementers to: - share experiences - ask questions - resolve issues regarding INSPIRE implementation of specific themes
7
INSPIRE Thematic Clusters https://themes.jrc.ec.europa.eu/
8
Statistical Cluster - overview Population Distribution (Demography) [PD] Statistical Units [SU] Human Health and Safety [HH]
9
Statistical Cluster – what’s inside? PAGES - best practices - implementation examples - standout projects and activities related to or „in spirit of” INSPIRE DISCUSSIONS - questions - troubleshooting - projects - links to conference presentations in the scope of the cluster or its subgroups
10
Statistical Cluster – what’s inside? - descriptions and links to European activities regarding INSPIRE and harmonization of spatial data, e.g. EFGS, GEOSTAT project - implementation examples, e.g. GML files encoded according to data specifications - discussions, questions related to implementation issues
11
Statistical Cluster – what can it do? - gather implementation examples and best practices to facilitate exchange of information between Member States - help to find a common way to implement INSPIRE for the statistical themes - resolve issues with data models that cause implementation problems or make the resulting data less attractive for users
12
Workflow for proposals for thematic additions/changes to the Technical Guidelines Thematic cluster discussion topic Facilitator consolidation of the topic Update of the Technical Guidelines MIG 14 WG - Thematic cluster discussion and decision Proposal for change/addition to a TG to MIG-T Facilitator decision on proposal for addition/change to TG MIG-T decision on proposal for addition/change to the TG
13
Statistical Cluster – issues Population Distribution (PD) - only one featureType in the Population Distribution data model (StatisticalDistribution) - whole distributions (e.g. population density for the whole country) represented by a SINGLE object Proposed solution: one more featureType at StatisticalValue level) * issue raised by Pieter Bresters (CBS NL) at last year’s EFGS Conference
14
Statistical Clusters – issues Statistical Units (SU) - wrong value type of Geometry attribute in StatisticalGridCell (GM_Polygon) - GM_Polygon is not an independent type, so it cannot be used as value type for geometry of StatisticalGridCell. - WFS using the current SU schema does not generate geometry for features
15
Statistical Clusters – issues Statistical Units (SU) Proposed solution: Change value type for Geometry of StatisticalGridCell from GM_Polygon to GM_Surface. * encountered during implementation of grids in Central Statistical Office of Poland
16
Statistical Clusters – issues 2 issues submitted to the INSPIRE Maintenance and Implementation Group – Technical (INSPIRE MIG-T) for processing Any other issues? -> START A DISCUSSION TOPIC

Interactive Data Specifications http://inspire-regadmin.jrc.ec.europa.eu/dataspecification/ search read compare Technical Guidelines documents
19
Interactive Data Specifications 1.Select INSPIRE data theme(s) (up to three) 2.Select a TG section and study, compare etc. (e.g. Use cases)
20
Find Your Scope Tool http://inspire-regadmin.jrc.ec.europa.eu/dataspecification/ search view compare objects from feature catalogs
