- 1 - Joint Gas and Liquid Pipeline Advisory Committee Performance Metrics Briefing Gas Pipeline Safety Data August 8, 2013

Stood-up the Gas Data Quality & Analysis Team (GDQAT) – Co-Chairs: PHMSA and AGA – August 1 kick-off meeting Membership – Federal and State government – Pipeline industry – Public PHMSA Actions

Work within a consensus framework to Improve the data collected by OPS from gas pipeline operators Understand the risks demonstrated by the data Review and assess the data currently collected Report publically findings, conclusions, risks, and trends GDQAT Purpose

Outcomes discussed include Key Performance Indicators Consistent data – Review of existing data – Identification of missing data elements – Data normalization Clear reporting instructions Standardized way of looking at incident data Discussion of data use and relevancy GDQAT Outcomes

October 1-2 meeting in Washington DC Agenda topics include: – Brief on PHMSA’s analytical agenda – Brief on the data collected by PHMSA – Brief on comments received on the proposed changes to the natural gas reporting forms – Discuss the IVP proposal and August 7 workshop – Discuss each part of the reporting forms – Discuss how the current data is used We will keep you updated on our progress Going Forward

New Focus Area for Existing Liquid Team: Metrics – Trying to identify meaningful metrics/key performance indicators (possible link to SMS – API 1173) – Need to identify transparent data that we can ALL agree on prior to next reauthorization. – Would like to find leading/predictive indicators instead of lagging Expanded Membership of Existing Team – Federal and State government (seeking NAPSR rep) – Pipeline industry – Public (seeking PST or other engagement) The Hazardous Liquid Data/Metrics Team

Scoping mtg: July 8, 2013 Next mtg: Joint mtg with gas team to align objectives and methods. Originally planned for late August/early September, but may need to move until after Oct 1. Key question: Will we use only currently collected data or should we identify the data we need and then collect it? Will changing data streams limit use of historical data? The Hazardous Liquid Data/Metrics Team
