Over 130,000 inadequate revitalized. The government’s $2B contribution has generated $24B in up-front housing construction thus far. Issues: American Eagle Mortgage and construction industry P&R looking to privatize DoDEA

Focus: reconfiguration of operational capacity to maximize war fighting capability. $33 billion in upfront costs with $4 billion/year savings. Issues: Walter Reed and Bethesda Army units moving back to CONUS Commitment to remain fully funded

An average savings of 30% results from each competition regardless of the outcome. The government wins every time! Issues: Navy contribution = DoD program Army exclusions/inventory GSA doing its part

Acquisition, Technology and Logistics 10 EPA FFAs 140 DoD facilities listed on the cleanup National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). CERCLA requires an interagency agreement between the EPA and a Federal facility listed on the NPL. DoD and EPA jointly developed a model interagency cleanup (Model Federal Facility Agreement (FFA)). 129 DoD facilities have signed an FFA. DoD has offered to sign FFAs at the 11 remaining facilities. EPA wants to add provisions to the Model FFA. The additional provisions expand EPA’s role in the cleanup process beyond the CERCLA requirements adding to the time and cost of the cleanups. DoD continues to work in concert with OMB and DOJ to resolve this interagency dispute. Senate Environment and Public Works Committee hearing on September 18, 2008.

Acquisition, Technology and Logistics 11 APEX Objectives The objectives of the APEX program are to enhance understanding of: The structure and processes of the Office of the Secretary of Defense, the Combatant Commands, the Joint Staff, and the Military Departments as they contribute to the mission of Department of Defense. The priorities and challenges of other Federal agencies and the Defense industry as they contribute to National Security in partnership with the Department of Defense. The contributions and challenges of the Soldiers, Sailors, Airmen, and Marines within the context of the overarching Defense mission. The importance of information sharing and relationship building across the total force through networking opportunities with military and civilian colleagues. An enterprise-wide perspective that encompasses leadership expectations and challenges currently facing DoD leaders. The changing role of the SES corps within the DoD.
