2 Monitoring & Evaluation (M&E) – what is it and why is it needed? Definitions Monitoring = ongoing task of reviewing budgetary inputs and financed activities  generates data to give feedback on implementation. Evaluation = judging results and impacts of interventions against their stated goals / baseline situation. Purpose Contribute to accountability of public spending (€4 billion to be invested in the new RDP). Measure how policy and programme objectives are being met. To provide a sound basis for future policy design.

3 Regulatory Requirements for RDP evaluation Data quality and availability are critical to proper evaluation. 4 types of indicators: Context; Output; Result; & Impact. Common Evaluation Questions Annual Implementation Reports (AIRs) – beginning 30 June 2016 and each year thereafter until 2024. More detailed AIRs in 2017 & 2019. Ex-post evaluation in 2024. No formal requirement for mid-term evaluation.

4 Beef Data & Genomics Programme Aims to deliver genetic improvements in the quality of the beef herd requires a large-scale data collection system. Support based on compensation for costs incurred and income foregone. Besides Commission requirements, additional scheme indicators sought from implementing division. Commitment to undertake a study of the Beef Data and Genomics Programme in 2017. Linked to enhanced AIR in 2017.
