FIPs, SIPs, TIPs: Which is which??? National Ambient Air Quality Standards Clean Air Act and Amendments of 1990 – plans to achieve the NAAQS through SIPs and TIPs FIP implemented where a SIP/TIP is inadequate in achieving NAAQS or protecting public health and welfare

State Implementation Plans (SIP) CAA Sect. 110 - States develop rules and plan to achieve a NAAQS within 3 yrs of promulgation FIP - w/in 2 yrs of Administrator determining the state has not developed an adequate plan No modular approach TAR recognizes tribal jurisdiction over air pollution sources within exterior boundaries of the reservation.
