Background – CDCP Enhanced Funding Community College Funding Legislation, SB 361 (Scott/chapter 631, statutes 2006) Established in Education Code § 84750.5(d), a uniform rate per FTES for noncredit courses “Enhanced” rate per FTES for noncredit courses in Career Development and College Preparation (CDCP) programs Funding rates adjusted for cost of living, as provided in subsequent annual budget acts

Background – CDCP Enhanced Funding Only those noncredit classes and courses specified in subdivision (b) of § 84760.5 are eligible for CDCP enhanced funding, thus limiting noncredit course eligibility to classes and courses in: Elementary and Secondary Basic Skills Workforce Preparation Short-term vocational (with the potential for high employment) English as a second language (ESL) and vocational English as a second language (VESL)

Noncredit Funding Provisions Education Code § 84750.5(d) “Non-CDCP” Funding Education Code 84750.5(d)(3) (3) Noncredit instruction shall be funded at a uniform rate of two thousand six hundred twenty-six dollars ($2,626) per FTES, as adjusted for the change in the cost of living provided in subsequent annual budget acts. “Non-CDCP” Funding Education Code 84750.5(d)(3) (3) Noncredit instruction shall be funded at a uniform rate of two thousand six hundred twenty-six dollars ($2,626) per FTES, as adjusted for the change in the cost of living provided in subsequent annual budget acts. “CDCP” Funding Education Code 84750.5(d)(4) (4) Funding for instruction in career development and college preparation, as authorized pursuant to Section 84760.5, shall be provided as follows: (A) (i) Beginning in the 2006-07 fiscal year, career development and college preparation FTES may be funded at a rate of three thousand ninety-two dollars ($3,092) per FTES for courses in programs that conform to the requirements of Section 84760.5. This rate shall be adjusted for the change in the cost of living or as otherwise provided in subsequent annual budget acts. (ii) Beginning in the 2015-16 fiscal year, career development and college preparation FTES shall be funded at the same level as the credit rate specified in paragraph (2). This rate shall be adjusted for the change in the cost of living or as otherwise provided in subsequent annual budget acts. “CDCP” Funding Education Code 84750.5(d)(4) (4) Funding for instruction in career development and college preparation, as authorized pursuant to Section 84760.5, shall be provided as follows: (A) (i) Beginning in the 2006-07 fiscal year, career development and college preparation FTES may be funded at a rate of three thousand ninety-two dollars ($3,092) per FTES for courses in programs that conform to the requirements of Section 84760.5. Adult High School Diploma Program (AHSD) Title 5, § 55154 NOT a CDCP program Per 55154 (f), AHSD is eligible for CDCP enhanced funding when: “(f) In order for a high school diploma program to qualify for enhanced noncredit funding pursuant to Education Code sections 84750.5 and 84760.5, the application for approval must satisfy the requirements of section 55151.” [CDCP]

Labor Market Information (LMI) & Analysis LMI is a requirement for CTE programs. The LMI provided should be within two years and for the region the college serves. If the college is unable to provide sufficient LMI for their region, the college can conduct an employer survey in lieu of LMI.

Development process for: Transfer Model Curriculum (TMC), TMC Template, & the Associate Degree for Transfer (ADT) NO AAD approves the TMC TOP Code. AAD develops the TMC Template with criteria for consistency of templates. CCC is authorized to offer/implement the ADT program upon CCC Chancellor’s Office approval & assignment of the program control number. YES TMC is sent back to the FDRG for further revision. TMC is posted www.c-id.net www.c-id.net CSU campuses identify “similar” majors. C-ID CCC Chancellor’s Office CCCs Note: The process restarts when the FDRG completes their 5-year review.

Double-Counting Double-Count - must account for the ASSIST minimum number of units (not the assigned course unit value by the college) that may be double-counted for each GE (IGETC or CSU-GE) area (1-6 or A-E) (e.g. IGETC: Area 1 = 9, Area 4 = 9, CSU-GE: Area A = 9 units, Area B = 9 units. *Note: CSU allows the maximum number of units for each GE area and the other units to be counted towards transferable electives up until the transferable unit cap is reached.
