1 National Shipbuilding Research Program Integrated Logistics Environment Project Kickoff Meeting Mystic, CT June 2010 MISSION Manage and focus National Shipbuilding and Ship Repair research and development funding on technologies that will reduce the cost of ships to the U.S. Navy and other National Security Customers by leveraging best commercial practices and improving the efficiency of the U.S. Shipbuilding and Ship Repair Industry. Provide a collaborative framework to improve ship-related technical and business processes.

6 Project Management: A Major Initiative Team Responsibility 6 NATIONAL SHIPBUILDING RESEARCH PROGRAM MI Teams provide project oversight for each selected project under their Major Initiative area. Program Technical Representative (PTR) – Monitors technical progress of project for ECB/Exec. Director (like a COTR) – Normally MI Team Leader or Asst MITL for that area… – …unless conflict-of-interest is present or workload precludes The cognizant MI Team Leader is responsible for keeping other MI Team Leaders in the loop

7 Program Technical Representative Participate in negotiation of SOW and associated milestones Monitor project progress – Compliance with SOW – Deliverables on time – Deliverables of satisfactory quality and content to warrant payment Ensure that the work still has relevance to the industry and to the goals and objectives of the SIP Provide recommendations to the ECB – Extensions – Scope changes – Funding increases – Go / No-Go to next phase Meeting participation – Project Kickoff, Quarterly Reviews, Demonstrations / Workshops Submit quarterly PTR reports Project Tech Transfer – Assist ATI in updating the project one-pagers used on the NSRP website and in the Project Book – Support other project briefings as necessary – Proactive in promoting implementation of results PTRs cannot change the contract (extensions, funding increases, scope changes). Only the NSRP Director of Contracts can take those actions.

11 Reports (cont’d) 11 NATIONAL SHIPBUILDING RESEARCH PROGRAM Status/Milestone Report from Contractor to ATI & PTR Submitted upon submission of an invoice (or milestone completion for milestone payment) to the Program Administrator … used as substantiation for invoice payment Other Special Technical Reports Significant events such as target accomplishments by project members, significant tests, experiments or symposia Final Report Disclosure of all major accomplishments by the project upon completion of the Agreement or within sixty (60) calendar days of termination of this Agreement. With the approval of the NSRP ASE Program Administrator reprints of published articles may be attached to the Final report All other deliverables/reports must have a data rights and distribution statement to denote the extent of its availability

17 Foreign Access to Technology 17 NATIONAL SHIPBUILDING RESEARCH PROGRAM Research findings and technology developments may constitute a significant enhancement to the national defense Access to important technology by foreign persons must be carefully controlled Requires compliance with:  Export Administration Regulation (15 CFR 730-774) (EAR)  International Traffic in Arms Regulations (22 CFR 120-130) (ITAR),  National Industrial Security Program Operating Manual (DoD 5220.22-M) (NISPOM) Article shall be included in all sub-tier subcontracts or other forms of lower tier agreements
