For the Scripture says, "YOU SHALL NOT MUZZLE THE OX WHILE HE IS THRESHING," and “The laborer is worthy of his wages.“ 1 Timothy 5:17-18 “The Scripture says” is followed immediately by a quotation from Deuteronomy 25:4 “and” means that what follows is also “scripture” and the quotation is from Luke 10:7
