4 מטרות תוכנית המסגרת : פוליטיות, כלכליות, חברתיות  הגדלת כושר התחרותיות של המשק האירופי, יצירת מקומות עבודה, שיפור איכות החיים.  גישה של פתרון בעיות חשובות לאירופה.  העדפת פרויקטים גדולים.  ביצוע המו"פ ע"י קונסורציום המתאגד לצורך כך.  הגשת ההצעות בתגובה לקולות קוראים.

5 התועלת לישראלים בהצטרפות לתוכנית  נגישות לשוק האירופי- שווקים חדשים.  “התקרבות לאירופה”- הבנת אירופה.  מודיעין עיסקי - היכרות עם לקוחות, ספקים, מתחרים.  חשיפה ושותפות לטכנולוגיות חדישות, מעורבות בקביעת סטנדרטים.  מינוף למימוש פרויקטים גדולים עתירי חזון וממון  מענקים כספיים.

32 Cost Model One cost model for all entities FC – Full Cost 75% financing and real overheads (50% for large industries) Commission proposals allow to use average costs where these do not differ significantly from actual costs. Additional flexibility – allows the use of models based on averages instead of full cost absorption accounting systems.
