31 Summary - I Over the last 6 decades, the NIH budget has generally increased steadily. Since its doubling ended in 2003, the NIH budget has been about level in current dollars. However, the support provided by the NIH budget has declined in this period due to inflation. In FY 2007, AIRI members received over $1.4 billion in NIH extramural support excluding R&D contracts. AIRI members continue to receive a steady percentage of the total NIH grant budget (6.5 – 7.0 percent) A smaller percent of NIH grant support is devoted to R01 equivalents in FY 2007 (49 percent) than in FY 1998 (58 percent). The data for AIRI Institutions is similar (59.9 percent in FY 1998, 48.2 percent in FY 2007) NCI and NIAID provide the largest amount of grant support to AIRI members, both in terms of amount and percent of the Institute budget devoted to these grants.

32 Summary - II Grants to AIRI cost more due to higher indirect costs. The number of distinct R01 equivalent amended applications is increasing. Amendments have higher success rates than original applications, both for competing new and continuation R01 applications. Historically, AIRI members had better success rates than the NIH average. In 2007, the gap closed and AIRI members had the about the same success rates as all NIH grantees. The trend toward older first time investigators has leveled off and remained about the same since 2000. In FY07, younger applicants had higher success rates for new R01 equivalent awards than older groups, but this pattern was not observed for competing continuations.
