Fort Monroe Historic Preservation Design Standards Hanbury Evans Wright Vlattas + CoProgrammatic AgreementNovember 20, 2008 3) The FMFADA shall ensure the following: a)Historic Preservation Design Standards i)Prior to the Army’s departure and the Commonwealth assuming responsibility for the Reversionary Land, the FMFADA shall develop Historic Preservation Design Standards (Design Standards) for activities occurring on the reversionary and non-reversionary land at Fort Monroe. ii) The Design Standards shall be based upon and consistent with the property management and treatment of historic property requirements found in Stipulation 4)c) and The Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for the Treatment of Cultural Landscapes (National Park Service 1996) and Preservation Bulletin 36: Protecting Cultural Landscapes: Planning, Treatment, and Management of Historic Landscapes, and at a minimum will address the following: 1.The array of treatment options (rehabilitation, restoration, reconstruction, preservation) for existing historic buildings, structures, objects, and landscapes. 2.Appropriate mass, scale, design, height, materials, location, spatial relationships, density, etc. for new construction and additions to existing buildings or structures within each Management Zone. 3.Significant historic viewsheds and cultural landscapes identified by the Army pursuant to Stipulation 1)d) and 1)e) above. 4.Potential to affect archaeological sites resulting from proposed ground disturbing activities. Develop: Design Standards Based on: Management Zones Secretary of the Interior’s Standards Address: Treatment Options New Construction/Additions Cultural Landscapes Archaeology
