1. AT HOTELS  Do not give room number to strangers.  Choose an inside hotel room.  Sleep away from street side windows.  Leave lights on when room is vacant.  Pull curtains.  Arrange knock signals.  Answer telephone “hello.” Do not use your name and rank.  Lock before you exit.  If confronted, have a plan of action ready.  Occasionally exit/enter through the rear entrance.  Keep your room key in your possession at all times. Security While Traveling AT ALL TIMES  Vary eating establishments.  Alternate shopping locations.  Do not establish any sort of pattern!  Avoid crowded areas.  Be especially alert exiting bars, restaurants, etc.  Know how to use the local phone system and carry “telephone change.”  Know emergency phone numbers for police, ambulance, and hospital.  Know location of the US Embassy and other safe locations where you can find refuge or assistance. BOMB INCIDENTS  Be suspicious of objects found around the house, office or auto.  Check mail and packages for -  Unusual Odors  Too much wrapping.  Bulges, bumps, or odd shapes.  No return or unfamiliar return address.  Incorrect spelling or poor typing.  Items sent “registered” or marked “personal.”  Protruding wires or strings.  Unusually light or heavy packages.  Isolate suspect letters or packages. Do not immerse them in water. Doing so may cause them to explode.  Clear the area immediately  Notify your chain of command Antiterrorism Individual Protective Measures FROM DOMICILE TO DUTY  Alternate parking places.  Lock car when unattended.  Look for tampering. Look under your auto. Be alert when opening door.  Keep gas tank at least half full.  If possible, alter routes and avoid choke points.  Plan “escape” route as you drive.  Watch mopeds/cycles.  Do not pick up hitchhikers.  Drive with windows up and doors locked. Remember: REMAIN ALERT. AT AIRPORT TERMINAL  Use concealed bag tags.  Spend as little time as possible in airports.  Pass quickly through airport security checks quickly. Once through security, proceed to a lounge or other open area away from baggage lockers. If possible, sit with your back against a wall.  Remain alert. Be a “people watcher.” One Team, One Fight!

FORCE PROTECTION CONDITIONS “FPCONs” The Force Protection Condition (FPCON) system is a program standardizing the military services’ identification of, and recommended responses t terrorist threats against U.S. personnel and facilities. There are five FPCONs – Normal, Alpha, Bravo, Charlie, and Delta NORMAL : APPLIES WHEN A GENERAL GLOBAL THREAT OF POSSIBLE TERRORIST ACTIVITY EXISTS AND WARRANTS A ROUTINE SECURITY POSTURE. ALPHA : APPLIES WHEN THERE IS AN INCREASED GENERAL THREAT OF POSSIBLE TERRORIST ACTIVITY AGAINST PERSONNEL OR FACILITES, THE NATURE AND EXTENT OF WHICH ARE UNPREDICTABLE. FORCE PROTECTION CONDITIONS BRAVO : APPLIES WHEN AN INCREASED OR MORE PREDICTABLE THREAT OF TERORIST ACTIVITY EXISTS. CHARLIE : APPLIES WHEN AN INCIDENT OCCURS OR INTELLIGENCE IS RECEIVED INDICATING SOME FORM OF TERRORIST ACTIONS OR TARGETING AGAINST PERSONNEL OR FACILITES IS LIKELY. DELTA : APPLIES IN THE IMMEDIATE AREA WHERE A TERRORIST ATTACK HAS OCCURRED OR WHEN INTELLIGENCE HAS BEEN RECEIVED THAT TERRORIST ACTION AGAINST A SPECIFIC LOCATION OR PERSON IS IMMINENT. Pay attention to surroundings and report suspicious personnel. 2. Vary daily routines to avoid habitual patterns. 3. Practice common sense crime prevention techniques. FPCON ALPHA (The general threat is sill out there) 1. Continue the practices started in FPCON Normal. Review additional emergency procedures/checklists available through your supervisor or unit Force Protection Antiterrorism Advisor. 3. Explain to family members what FPCON means to you and them.. Carry identification and necessary emergency numbers with you. Follow established facility and installation entry control procedures. FPCON BRAVO (Increased or predictable threat exists) 1. Continue previously implement practices. 2. Be prepared for delays when entering the installation. Be patient and expect parking restriction in and around support area. 3. Do a periodic walk around of the exterior and interior of your work area, checking for anything out of the ordinary. Report suspicious findings to your supervisor. 4. Check all incoming mail/packages for unusual markings, stains, odors, or sounds. 5. Prior to entering your car, check for signs of tampering. If you suspect tampering contact security. 6. Keep family members informed. Review home and office evacuation plans. 7. Be aware and alert, immediately report any suspicious activity to Security personnel. FPCON CHARLIE (When an incident occurs or may happen) 1. Continue all previously implemented measures regarding FPCON BRAVO. 2. Contact family member, but do not release sensitive operational information. 3. Be aware that briefcases, gym bags, etc, may be inspection at installation entry points. 4. Avoid facilities with a large concentration of people or long lines if possible. 5. Expect longer delays and car inspections at gates. 6. If you are a single parent or both parents work, ensure family member care providers are still available. 7. Expect limited access to installation facilities, essential personnel only. FPCON DELTA (An attack has occurred or is likely to occur) 1. Continue all previously implemented personal security measures. 2. Follow instructions of Security personnel. 3. Instruct family members to remain at home. 4. Minimize movement around the base. 5. Make frequent checks of the interior and exterior of buildings and parking areas for suspicious activities. 6. Do not except deliveries to your work areas. 7. Prepare family members for possible evacuation for the area/installation.
