WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 2 DRAFT PDC 1167A Revise DoD SA/LW Serialization Program Procedures and DLMS 140A to Support DODM 4140.01 Policy for use of IUID UII for SA/LW Draft PDC 1167A, Revise DoD Small Arms Light Weapons (SA/LW) Serialization Program Procedures and DLMS 140A to Support DODM 4140.01 Policy for use of Item Unique Identification (IUID) Unique Item Identifier (UII) (SA/LW/Supply/IUID) Origin: DLMSO originated PDC to support DODM 4140.01, Vol 11 policy (Feb 2014) Rationale: Aligns DLMS, Volume 2, Chapter 18, with the DODM 4140.01, Volume 11, policy for SA/LW reporting by UII, or by serial number until such time as system changes implementing IUID are complete. Current DLMS procedures only call for reporting SA/LW by serial number. Proposed Change: ˗ Revise DLMS, Vol 2, Chapter 18 (SA/LW), and DLMS 140A SA/LW Reporting, as needed to support policy ˗ Minor revision to DLMS, Vol 2 Chapter 19 (UIT) and MILSTRAP Chapter 12 (SA/LW) Status: Draft PDC

WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 3 DRAFT PDC 1167A Excerpts from DODM 4140.01, Vol 11, Policy for use of UII for SA/LW Enclosure 2: DOD Component heads Establish, control, and fund the automated registration of all SA/LW and Category 1 missile and rocket unique item identifiers (UIIs) in their inventories, including all SA/LW transferred outside their inventories, such as those released to the GSA and those released under security assistance arrangements. Enclosure 3: 2. DoDSA/LWSP SPECIFIC PROCEDURES a. In addition to the procedures identified in section 1 of this enclosure, DoD Components will follow the DoDSA/LWSP specific procedures identified in this section. b. The DoDSA/LWSP will provide special emphasis on, and visibility of, small arms and light weapons by tracking, reporting, validating, and registering the status of each small arm and light weapon by UII (or by serial number until such time as system changes implementing IUID are complete) and custodial activity e. DoD Components will: (1) Assign a UII to all DoD small arms and light weapons. (2) Employ the DoDSA/LWSP as the recognized DoD IUID program for all SA/LW S a.

PURPOSE. This charter establishes the DoD JSA/LWCG to develop, maintain, and improve the DoD program for tracking, reporting, validating, and registering the status of small arms and light weapons by UII or by serial number until such time as system changes implementing IUID are complete.”

WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 5 DRAFT PDC 1167A REVISE DOD SA/LW SERIALIZATION PROGRAM PROCEDURES AND DLMS 140A TO SUPPORT DODM 4140.01 POLICY FOR USE OF IUID UII FOR SA/LW PDC 1167A replaces PDC 1167 in its entirety PDC 1167: ˗ Included changes to the CONUS shipment timeframes for SA/LW to address Time Definite Delivery (TDD) standards based on customer location ˗ The change to the CONUS shipment timeframes : is deemed premature at this time neglected to address the corresponding OCONUS timeframes. ˗ Accordingly changes to shipment timeframes are not included in PDC 1167A. ˗ If the JSA/LWCG deems such changes are necessary in the future, they can be pursued by a separate PDC

WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 7 DRAFT PDC 1167A Revise DoD SA/LW Serialization Program Procedures and DLMS 140A to Support DODM 4140.01 Policy for use of IUID UII for SA/LW Documents in MILSTRAP Chapter 12 that DoD policy requires that the DoDSA/LWSP provides SA/LW reporting by the IUID UII (when available), and by serial number, until such time as system changes implementing IUID are complete. However the MILSTRAP legacy transactions (DIC DS_) cannot provide UII in the 80 record position constraints. Components must implement the DLMS variable length transactions to implement the DoD requirement to report SA/LW by UII Update DLMS 140A, SA/LW Reporting transaction, to authorize use of the UII data element. DLMS 140A allows for reporting by serial number and/or UII The PDC notes a possible disconnect, which may require further review, between SA/LW procedures which allow the DoD Registry to suffix an SA/LW serial number when duplicates serial numbers are found, and the IUID policy in the DoD Guide for Uniquely Identifying Items (Version 3.0, December 2014) which states that “the UII shall not change over the life of the item. Therefore, the component data elements of the UII shall not change over the life of the item.”
