1980- 51,091 motor vehicle deaths involving 63,000 drivers 16-24 year olds constituted 17% of the population and were involved in crashes resulting in 48% of fatalities More than 50% of fatalities involved impaired drivers Seat belt use rate 11% in 1980

o Consolidates multiple grant programs into larger program with more flexibility o New grants – Distraction, GDL, Interlock as part of Alcohol grant program o Unallocated funds to be reallocated by NHTSA o Maintenance of Effort based on aggregate State expenditures o Provides funding for In-Vehicle Alcohol Detection Device (DADSS) research

The Section 405 National Priority Safety Programs grant combines a number of existing SAFETEA-LU Grants (405, 408, 410, 2010, 2011), with some modifications. OP- $42.4 DATA - $38.4M ID -$118.2M Interlock- $20.9M Distraction-$17.5M (+ $5M for national media) MC - $3.9M GDL-$13.2M
