3 Objectives  Based on Australian Demonstration Project and participation in EC WG & CBS WIGOS concept activities:  To outline some challenges Members will face in implementing WIGOS at a national level and as part of the extended WMO community;  To assist in the communication of the WIGOS concept. 4 Australian Demonstration Project  Plan/implement a Composite Observing System strategy oPlan - assess current/future user needs; review existing systems and future opportunities; assess adequacy against needs; prioritise; develop strategy; fit to resources oImplementation – from plan to reality; document progress; lessons learnt  Building on Basic Observing Systems Study 2005 (BOSS05) oComprehensive user-needs based observations strategy oEvolution and evaluation of technologies oImplemented against background of budget realities  Progress, outcomes and legacy - refer WMO/WIGOS webpage oFocus now on strategic themes, esp. surface network-of-networks

13 National Perspective  Most observations are sourced nationally, through NMHS and associated agencies, including space agencies  Australia makes/sources some 10 billion observations/year

14 Best practice in observations/systems  Standards in instruments and methods of observation  Quality  All aspects of observations and observing systems oinstallation and establishment; omanagement and operation; omaintenance and inspection; and odelivery and sharing of observations.

15 WMO Information System  Participation in WIS oNational role – GISC, DCPS, NCs  Need to understand technical requirements and resource implications  Source and utilise technical and capacity building support oEg JumpStart

16 Integration  Composite systems, ‘network of networks’  Integration through various aspects oSupport for diverse user needs oSystems optimised for efficiency and effectiveness oIntegration of data through NWP oEnd-to-end service delivery model

19 Member commitment  Commitment is key to WIGOS implementation oSustained operation of national systems and partnerships oExperts to Technical Commissions oCapacity building  National alignment with related/other initiatives oGCOS oGEOSS oGFCS  Members need to understand tangible actions, costs and benefits oRationale for change effort required

20 Conclusions  WIGOS will not work without Members’ commitment oTo implementation and sustained operations oAt national, regional and global levels  Communication strategy essential oUnderstand and address challenges faced by all constituents oLink national, regional and global WIGOS plans  At its simplest, WIGOS is about oImplementing best practice in making and sharing observations oCoordination and collaboration for efficiency and effectiveness oSustainably delivering Vision for the GOS/WIGOS in 2025 oDelivering observations that meet user needs in a way they can use them
