Department of Public Works Recommendations 1.Find that proposed amendment to Anti-scavenging Ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061 (b) 3 (General Rule); 2.Approve proposed changes to Anti-scavenging Ordinance to deter theft of City recyclables & receive full diversion credit for material; and 3.Direct City Attorney to draft an ordinance amendment within 60 days consistent with provisions set forth herein 9
