Fully describe the capabilities such that a contractor can build the system based on what is in the document. Be delivered to the NWS by June 2008.

Need to agree on common description (intersection of all of our needs) for different geographical areas. –Common set of capabilities for CONUS and territories –Common set of capabilities for Pacific and Atlantic –Common set of capabilities for Europe etc etc We can capture those needs that fall outside the intersection of our common needs and make them a part of the data capabilities document. –Separate description for Spacelift, range, EOD capabilities etc
