The end was nowhere in sight.  Johnson announced he would limit bombing and seek a negotiated settlement – fight for victory was over. Peace was official government policy.  Johnson would not seek reelection.

7 U.S. Troop Morale - LOW Declining public support brought declining troop morale Many soldiers questioned the wisdom of American involvement. Soldiers indulged in alcohol, marijuana, and even heroin to escape their daily horrors. Soldiers who completed their yearlong tour of duty often found hostile receptions upon returning to the states.

8 President Johnson Out After Tet, Johnson pulls out of the presidential race for 1968. Amazingly, Johnson tried to escalate the war after his withdrawal from the presidential race and with an approval rating of 26%. This virtually ensured the democrats would lose the 1968 election to Nixon.
