HELCOM HOLAS II ESA WS, Helsinki 30.9.2015 EU Horizon 2020 Coordination and support action Ville Karvinen / SYKE Enhancing ecosystem services mapping for policy and decision making
2
Project participants 25 in total 20 Countries 19 EU MS + 2 via BEF Also Switzerland 90% of EU territory Academic institutions (60%) State or other superior organisations (28%) SMEs (12%) Enhancing ecosystem services mapping for policy and decision making
3
Objectives (some of them) (total of 23) Enhancing ecosystem services mapping for policy and decision making
4
6 Work Packages WP1 Coordination & Integration WP2 Stakeholder network & Implementation WP3 Mapping methods WP4 Assessment methods WP5 Methods testing WP6 Dissemination & Knowledge exchange Enhancing ecosystem services mapping for policy and decision making
5
The 4 Strands in ESMERALDA that integrate the different Work Packages will evolve through 4 key phases Networking and stakeholder involvement Developing flexible tools for mapping and assessment Testing of the tools at multiple scales for multiple users Producing guidance and methodologies to provide tailored solutions for policy implementation Enhancing ecosystem services mapping for policy and decision making
6
ESMERALDA WPs & Strands Enhancing ecosystem services mapping for policy and decision making
7
I) Networking and stakeholder involvement Identifying stakeholders and stock taking their requirements Creating spaces of dialogue and sharing about MAES Collecting and linking existing approaches for ES mapping, assessment, modelling and indicators & creating links to existing project and databases Evaluating existing approaches and identifying weaknesses to be overcome in this project Focusing not only on mapping of natural capital and biophysical supply of ES but also extend to the often neglected societal demands for goods and services Enhancing ecosystem services mapping for policy and decision making
8
II) Developing a flexible methodology for mapping, assessing and accounting of ecosystems and their services Consider existing data, needs and expectations of the relevant stakeholders and develop a multi-tiered mapping and assessment methodology A range of different approaches will be considered Methods will take into account different levels of detail and complexity Innovative tools to be developed (for data management, visualisation etc) and tested Marine areas specifically noted to be included in consideration for methods and tools Enhancing ecosystem services mapping for policy and decision making
9
III) Testing the methodology for multiple users at multiple scales The use and practical application of ES maps and assessments will be considered through selected case studies Methods and tools developed in Phase 2 to be tested in the case studies Stakeholders will be involved throughout the process Enhancing ecosystem services mapping for policy and decision making
10
IV) Key outputs of ESMERALDA Tailored, practical solutions for ES mapping and assessment, ready for implementation in policy, planning and management contexts. ESMERALDA will help EU member states to deliver under Action 5 of the EU BD strategy, and will support the needs of assessments in relation to the requirements for planning, agriculture, climate, water and nature policy. Enhancing ecosystem services mapping for policy and decision making
11
IV) Key outputs of ESMERALDA an overview of the state of ES mapping and assessment in EU member states, including the outermost regions a flexible methodology and tiered approach for mapping, valuation, accounting and assessment of ecosystems and their services as well as for the integration of different value dimensions methods of developing high quality and consistent information on the condition of ecosystems and their services in EU member states exemplar applications in selected representative case studies (agriculture, forestry, marine areas, others) an online data sharing system for maps Enhancing ecosystem services mapping for policy and decision making
12
IV) Key outputs of ESMERALDA a set of practical policy recommendations, including information on prioritization for restoration of degraded ecosystems and investment in Green Infrastructure (with a focus on Natura 2000 areas) a set of recommendations for the future development and implementation of related policies such as regional policy, agriculture, fisheries and climate change practical guidance, data and tools for using BD and ecosystem-related data in other policies. Enhancing ecosystem services mapping for policy and decision making
