The scope of ARTS is to provide highly specialized research support with a focus on participation from educational institutions. ARTS will be CPFF and 100% task orders. –Tasks will be developed at a higher level than current contracts. –SOW template will be provided. –Provisions are in the SOW for the contractor to report labor and key data at the sub-task level. –Base year duration with 3 option years (until July 2017). Long-term plan is to re-compete this scope with the follow on for GESS-3 procurement (in 4 years).

Funding will be committed on PRs by the CFO until it is able to be obligated on the new contract (when all funding, documentation, and contract are available).
