National Aeronautics and Space Administration www.nasa.gov 4 Background ARTS will combine the current SSETS contract with a number of NRA contracts (OAI, Toledo, CSU, and Akron) into a single research support contract. The scope of ARTS is to provide highly specialized research support with a focus on participation from educational institutions. ARTS will be CPFF and 100% task orders. –Tasks will be developed at a higher level than current contracts. –SOW template will be provided. –Provisions are in the SOW for the contractor to report labor and key data at the sub-task level. –Base year duration with 3 option years (until July 2017). Long-term plan is to re-compete this scope with the follow on for GESS-3 procurement (in 4 years).

National Aeronautics and Space Administration www.nasa.gov Funding PRs – Process Since the ARTS Contract is still in Source Evaluation status, we can’t obligate funding on the contract yet. However, we want to ensure that funding is available for the contract, so PRs funding requests are being accepted at this time. Funding will be committed on PRs by the CFO until it is able to be obligated on the new contract (when all funding, documentation, and contract are available).
