Define and assess transferable policies, strategies, plans and measures on innovative energy-efficient urban freight solutions that would be gradually embedded in the transport plans of the cities involved. WP4 Overview The phases of WP4:  Energy efficient urban freight distribution measures State-of-the-art and selection and implementation scheme for energy-efficient measures: thorough review of urban freight mobility plans in each locality.  Policy framework supporting energy-efficient urban freight distribution Urban freight policy assessment of SMILE cities: propose new policy framework which will be properly adapted to the strategic plans of each city addressing both strategic and specific needs and objectives.  Urban freight action plans Urban freight action plans: Define urban freight action plans indicating the potential energy impact of specific measures, the actions to be taken prior to the implementation phase, risks/problems of the implementation procedure and follow-up actions ensuring the successful undertaking of the whole process.

State-of-the-art on energy efficient measures regarding urban freight distribution6 4.1 - Deliverables  Provides a variety of good practices that result in energy efficient interventions  Constitutes the basis for the pilot activities  “Best practices” are presented in coherence to the proposed pilot cases  Provides a systematic energy-related information guide to aid in gaining knowledge for the state-of-the-art energy-efficient measures Energy efficient practices that were developed previously related to the specific needs and requirements of each pilot case in order to enhance the selection of the measures presenting the highest applicability and the broader energy impact to the participating SMILE cities.

7. 6 schemes for the selection and implementation of measures 4.1 - Deliverables  A basket of measures is selected for each city based on the assessment of the needs and the characteristics of the area capitalizing on existing urban freight data, policies, critical success factors and previous experiences (D3.1) and also, using a systematic energy-related information guide (D4.1) to aid in gaining knowledge for the state-of-the-art energy-efficient measures.  A set of criteria developed to ensure the implementation of measures with the highest potential to mitigate the environmental impacts and the effectiveness of urban distribution.

9. 6 Policy assessment reports regarding urban freight distribution 4.2 - Deliverables  Description of the daily needs and the operational objectives  Thorough review of urban freight mobility plans in each locality (i.e. the structure, the procedures, the stakeholders, requirements etc.)  Detailed description of the planned goals and objectives defining the future needs and the strategic goals of each area  Review of the strategic urban freight mobility plan for each area presenting the strategic plan for the urban freight distribution i.e. guidelines, targeted policies and strategies etc.  Detailed assessment of current policy frameworks regarding urban freight distribution within the SMILE cities

Implementation Procedure Future Actions  Provide appropriate guidelines, taking into consideration the current situation, ensuring the successful implementation and applicability of the selected measures  Define urban freight action plans indicating the potential energy impact of specific measures, the actions to be taken prior to the implementation phase, risks/problems of the implementation procedure and follow-up actions ensuring the successful undertaking of the whole process.  The actions plans will be endorsed in the strategic plans of the local authorities
